Monthly Report--Nicosia Bureau--May 1983 A statement by Turkish Cypriot leader Rauf Denktas carried by BBC World Service on the 17th, in which he called for a referendum on declaring independence for Northern Cyprus, caused considerable interest at the embassy. This and a subsequent announcement by Denktas on the cancellation of the 31 May intercommunal talks came in the wake of a UN General Assembly resolution overwhelmingly supporting the Greek Cypriot position. In light of heightened embassy concern and Tel Aviv Bureau's poor reception of Bayrak radio, the bureau is backstop recording the daily 1030 and 1930 GMT Bayrak Turkish casts and has phone patched several casts to Tel Aviv for processing. In addition, the processing of Turkish Cypriot press material on the independence issue has been expedited, including a Denktas speech,of the 20th that was unprocessable from Bayrak radio. /Our efforts to initiate a survey of Cairo television from Paphos were frustrated when the prospective contractor backed out at the last minute. The possibility of having the recordings made in Kili is now being explored. A Bayrak television strike from 12 to 15 May gave us the opportunity to briefly monitor Cairo television without local interference, using rooftop antennas. Programs summaries were filed on the first program's 1800-1900 news and feature segment. Improved summertime reception and the installation on the bureau roof of twin UHF antennas, together with a low loss coaxial cable, allowed a survey of Beirut television to get underway. To date, however, reception has been disappointing and has presumably been affected by a spate of unseasonal thunderstorms in the area. The survey is continuing. The last phase of the editorial room beautification was completed this month with the installation of new wall to wall carpeting, carefully selected to coordinate with the room's lunchlcounter decor. A. Monitorial/Editorial 1. Bureau editorial hours were changed from 0600-2300 GMT to 0500-2200 GMT to bring them more in conformity with the monitors' hours and coverage commitments. Effective 9 May, coverage of Voice of Hope's Arabic and English Service was transferred to Jordan Bureau. 3. On 23 May, we began daily backstop recording of the Baghdad Voice of the PLO 1600-1700 GMT cast. B. Technical ~DY' ed at the bureau 8 - 10 May. STAT 1. The realignment was again unsuccessfulSTAT and the order wire between Kill and the Paphos relay continues in use. 2. After the bureau's inability to telephone patch Denktas' remarks of the 20th carried by Bayrak radio, Messrs STAT discovered, with the help of Tel Aviv technician that the STAT patching equipment at Tel Aviv was only wired to send not to receive. Once this was corrected, it was also found that N;i?cosia Bureau's ability to record via the patch was impaired by the high noise level on the phone lines.
