Monthly Report--Nicosia Bureau--November 1983 A. The often threatened Unilateral declaration of independence by north Cyprus finally materialized on the morning of 15 November when Bayrak Radio broadcast the text of a declaration of independence to a surprised Greek Cypriot community. Following the declaration both the Greek and Turkish Cypriot checkpoints at the Green line were closed to all but diplomatic and UN personnel and the embassy telephone link to the Turkish side was temporarily cut. The bureau took several steps to insure prompt and extensive coverage of developments and reaction from both sides. Special courier runs were made to pick up relevant material processed from the Turkish Cypriot and Turkish mainland press by our contract Turkish monitor, and the Greek section also worked overtime to provide special reports on reaction in the Greek Cypriot and Greek mainland media. Bureau editors were also actively involved in keeping key Embassy officers advised of developements and coordinating with Tel Aviv Bureau on their behalf. Reaction to the declaration, both favorable and unfavorable, culminated on the 21st when the island witnessed the biggest protest rally in its history as an estimated 70,000 Greek Cypriots packed into Nicosia's central square to hear speeches by government officials. Some 20,000 Turkish Cypriots held a rally on their side of the Green line in Nicosia the same day to protest the UN Security Council resolution condemning the declaration. B. The bureau filed 830,000 words in November, thereby establishing a new bureau record for monthly wordage. The previous monthly high was 826,900, set in 1981. The bureau record for most words filed on a single shift, set in October 1983, was also broken by our evening shift of 17 November, when 30,090 words were filed. C. Work to replace the heating and air conditioning systems in the Bureau's building was begun by the landlord early in the month and is still continuing. Dust and noise abound as workmen roam the premises knocking holes in walls, beating on old pipes, drilling to install new pipe brackets, and installing new pipes. II. OPERATIONS A. Monitorial/Editorial 1. Israeli bombing raids in Lebanon during the month generated a rash of flash messages. The Israelis conducted similiar raids on the 15th and 20th. During the latter raid the Voice of Lebnaon was the first to report the downing of an Israeli plane. 2. North Lebanon Voice of Palestine abruptly went off the air on 3 November following an offensive launched by PLO dissidents against pro-'Arafat positions outside of Tripoli. Beirut Radio subsequently reported that the radio had been captured by the dissidents. After a 2-day'open watch on the VOP frequency, another station was observed to be broadcasting Palestinian music. The dissident-controlled station later identified itself as, among other things, "the Voice of the Palestinian Revolution" and pinpointed its transmission site as Turbul. While its broadcasting behavior was initially erratic, it has recently settled into a fairly reliable pattern of carrying two 2-hour casts a day, at 0500 and 1330 GMT. 3. The bureau returned coverage of Moscow Greek 1600-1630 and 1900-1930 GMT 'casts to the BBC effective 12 November. The bureau made available to the Embassy for 10 days a three-quarter inch video tape recorder and playback monitor for a regional AID conference, thereby saving the Embassy. approximately $500 in rental fees. 2.
