SUBJECT . Monthly Report--Nicosia Bureau--December 1983

been erected on the roads approaching the embassy, thereby sealing off -
frontal access to the building. Police of the Immediate Mobile Action Unit,
the Greek Cypriot version of U.S. SWAT teams, are guarding and patrollingf
the area outside the embassy compound.
The bureau is also proceeding to augment its own security, a process
begun before the Kuwait incident but lent greater impetus by the event.
Two security.specialists, one from Washington, STAT
paid special visits to assist the bureau in formulating plans for safehaven
areas within the bureau. A contract has been let through the embassy to

B. U.S. Ambassador to Cyprus Ewing sent a letter to the Director,
FBIS commending Nicosia and Tel Aviv bureaus for their coverage and
support of the Turkish Cypriots' Unilateral Declaration of Independence
and subsequent developments.

1. Events surrounding the departure of Yasir 'Arafat and his
loyalists from Lebanon and the fatal shooting of a Greek Cypriot;
National Guardsman by a Turkish soldier on the Nicosia Greenline
were the focus of much of the bureau's efforts during the month.
'Arafat's departure has not only brought about an end to the
internecine fighting among Palestinians in Lebanon but it has
also had the positive effect of easing the processing burden on
the Arabic section.
2. The dissident Palestinian radio Turbal Voice of the Palestinian
Revolution continued its unpredictable behavior when it failed
to come on the air on 9 December. The station was not heard again
until 28 December when it was observed broadcasting test transmissions
from the nahr al-barid camp in northern Lebanon. The station
continues to observe its previous pattern of carrying two transmissions
a day, at 0500 and 1300 GMT.
