SUBJECT: Monthly Report -- London Bureau -- January 1983
A. After receipt of the pressfax equipment from Okinawa on 7
January and trial runs of Soviet fax transmissions from 26
through 28 January we began regular full coverage of these
transmissions on 29 January. Seven-day evening editorial
shifts were instituted in the PMU and PMU media analyst) STAT
was transferred to a newly created editorial position STAT
in the unit to help staff these shifts. Pending the EOD of
new hires, relay operator has been loaned to the STAT
pressfax unit for technical assistance. As of month's end
the operation was shaking down nicely with the predictable
glitches being straightened out as they arose. First dividend
was received on 1 February when we filed from the 2 February
PRAVDA the most complete account of Andropov's remarks during
a factory walkabout.

C. Bureau officers briefed the BBC's East Africa Unit chief-
designate on FBIS's interests in the work of STAT
the unit. who for the last five years has been head STAT
of the BBC's Swahili service will assume his duties in early
March. He succeeds who, to the sorrow of his many STAT
friends, died late in December after an illness lasting several
months.

D. The national strike of Britain's waterworks employees began
its second week as of month's end. The Monitoring Service has
made extensive preparations to cope with a possible failure of
water supplies from the mains and such an eventuality is not
expected to hinder operations. It will certainly be an
uncomfortable affair. if this happens, however. Neither side in
the dispute showsany signs of giving in and the unions
reportedly have enough in their treasuries to pay their members
strike benefits for three months.
E. At the bureau's request the BBC Architects Department awarded
to the low bidder the contract for construction of the cable
duct between the ROSET site and the operations room in the new
cubicles building. The work is expected to take 30 days from
startup and we were awaiting a startup date from the builder
as of month's end. Meanwhile bureau enginee is STAT
completing the plans and shopping list for the dish control
room.
A. Editorial/Monitorial
1. The new year opened at a relatively slow pace for London
Bureau. Events during the month included the Warsaw Pact's
Political Consultative Committee meeting and a Pact defense
ministers' meeting; the status and re-entry into the
atmosphere of parts of the nuclear-powered Soviet satellite
Cosmos-1402; the joint PZPR-ZSL plenum in Poland; Libyan
leader al-Qadhdhafi's visits to Bulgaria and Romania,
during which he signed friendship and cooperation treaties;
and, at the end of the month, reaction to President Reagan's
State of the Union message.
2. High-level visitors to West Germany--Soviet Foreign Minister
Gromyko in mid-month and U.S. resident Bush at the
end of January- well as busy.
3. A new Soviet identification of Shishlin as "consultant at
the CPSU Secretariat," pointed out by a BBC monitor and
bureau editors, prompted an AG Analysis Note speculating
on the significance of the new title and reviewing Shishlin's
background and views.

4. During the month eight more Polish provincial newspapers
were added to PMU coverage, bringing the total of
provincial papers to 19--an increase of 11 since Polish
monito entered on duty in July 1982.
B. Cologne Unit
1. At the request of the U.S. Mission at NATO in Brussels,
the unit on 5 January processed a lengthy analysis in
DIE ZEIT on the status of the INF negotiations.
