SUBJECT: Monthly Report--London Bureau--July 1983
1. The ?leather: the biggest heat wave in 324 years was the prime
topic of the month--the hottest July since 1659. Temperatures in
the 80's ushered in the Fourth of July weekend, which encompassed
the finale of the Henley Regatta, the Wimbledon finals, an all-
bureau picnic on the BBC's playing field. open house for
bureau employees and BBC guests in th back yard
honoring arriving and departing bureau chiefs.
2. The heat wave set off a fire alarm at the BBC on 5 July, the
second evacuation of the building in two months. The first alarm
was inadvertent, but the second genuine, caused by the sun heating
an uninsulated roof and raising the temperature in the boiler room.
The alarms sparked some activity at bureaus with backstop
responsibility for prime London coverage, with the result that the
BBC, the bureau, and Vienna have worked out arrangements to keep
AU current on times and frequencies of priority Soviet and GDR
commitments.
3. The new chairman of the BBC, Stuart Young, began his five-yeax
term of office on 1 August. Profiles of Young in the British
press recalled that his father was in the flour trade, the family
once lived in a "delicious sylvan glade" called "Crooked Usage,"
and that Stuart left school at the age of 17 to become an
"articled clerk" in an accountants firm. He now heads a chartered
accountancy firm with clients throughout the world and holds "a
handsome clutch of directorships." Interviewed by The Times,
Young expressed "full approval" of the BBC's external services
and stressed that the BBC's "integrity and independence" must
be "protected against everybody," but offered no guarantee that
the corporation would be totally protected from privatization.

A. Monitorial/Editorial
1. the Lone Monitor, began a month-long holiday
on 22 July which we hope coincides with Soviet officials'
leave. With ki ' stance and the cooperation of
(bureau associate editor and PMU
Russian/Bulgarian/Greek monitor), regular coverage of Moscow
television is (almost) being maintained.
2. The usual crisis areas continued to simmer away, with the
heat turned up on the Chad internal-plus Libyan conflict
and the Iraqi-Iranian wax. Poland lifted martial law;
Polish radio/television announced programming and staffing
cuts and then added four half-hour transmissions to the
international service in English ten. days later.

B. Technical
1. BBC engineers laid the underground cable from the Roset
antenna site to the cubicles building during the first week
of July. The control gear is now on site awaiting installation
with the other control room equipment.
2. The changeover from the DSTE to the new Facit Autodin terminal
equipment has been effected. The necessary alterations to
enable the BBC to receive and print its own incoming traffic
have yet to be completed. Engineer will be
attending a three-day Facit course on the new printers.

1. VOA Director Kenneth Tomlinson, in London to attend the annual

gave him a brief tour of FBIS.
2. OMB Examiner accompanied by of the STAT
Office of the Comptroller, visited Caversham on 26 July for
a tour and a meeting with HRD acting for HMS STAT
on the BBC's modernization plans and BBC-FBIS cooperation.
3. Vienna was well represented in aversham 21-22 Jul : Austrian
Bureau Chief Designat met with HMS
and other BBC officials on the 21st. On the 22d,
editor on a TDY visit, and enginee
headed for AU on PCS, met with BBC engineer on
the problems and potentials of the VCVC circuits.
