MEMORANDUM FOR: Director, Foreign Broadcast Information Service

SUBJECT: Monthly Report--Jordan Bureau--October 1983
Monitorial/Editorial
1. The starting time of one monitoring shift has been ad-
vanced one hour, from 1500 to 1400, to provide greater continuity
between the day and evening shifts. The new arrangement has
proved particularly useful for improving processing of the
important and productive 1215 GMT news and commentary program
on Damascus Domestic Service.
2. To relieve some of the burden on Nicosia Bureau in the
wake of the bombings of the U.S. Marine and French military
headquarters buildings in Beirut, the Bureau assumed coverage
of Cairo Domestic Service and Cairo MENA in Arabic and English
from 1500 till signoff on 23 October.
A. Personnel
Three monitors were promoted effective 2 October. Trainee
monitor was promoted to monitor, FSN-8, following
the successful completion of a one-year training program.
Monitors who have been serving
as acting shift supervisors, were promoted to senior monitor,
FSN-10.,
B. Building and Grounds
1. A closed-circuit television system to monitor the foyer
of the Bureau was installed during the month, along with an
upgraded intercom system. The new system enhances Bureau se-
curity by allowing staff personnel to see who is outside before
opening the inner security door leading from the foyer into
the Bureau after the part-time secretary has departed or when
she is away from her desk. An earlier attempt to install a
viewer in the armored-core door was unsuccessful. The intercom

system allows questioning of unfamiliar visitors, many of whom
turn out to be looking for other Embassy offices in the first
place. With TV monitors and door control switches at the edi-
torial desk and in the chief's office, the new system also
considerably reduces the disruption of someone having to answer
the doorbell in person.
2. The Mylar film on all Bureau windows has been replaced
with stronger 3M Y-2733 (4-mil.) shatter resistant film. The
work was done as part of an Embassy-funded security enhancement
project.
