SUBJECT Monthly Report--Gulf Bureau-March 1983
The INTERNET survey team visited the bureau to view
possible sites for a dish antenna and after surveying the
limited number of possibilities, tentatively concluded that
a rooftop installation at the bureau is the best site availa-
ble. This choice involves only minor construction work to
mask the antenna and maintain the bureau's low profile, and
at the same time meets the alignment requirements for the
INTERNET system.
II. OPERATIONS
A. Editorial/Monitorial
The bureau continued to expand its Russian regional
coverage, adding two newspapers to complement Tashkent and
Ashkabad radio broadcasts. These additions plus recently
added voice material have measurably increased our Russian
processing. We further expect to increase our Russian regional
press coverage, adding Central Asian language publications in
the near future.
Coverage of Tehran television has solidified with the
advent of warmer, more stable weather. The evening Persian
broadcasts have begun to be productive, carrying interviews and
other materials not in the radio broadcasts. However, the after-
noon Arabic transmission has yet to establish a consistent
programming pattern.
Among coverage highlights of the month were the sharp
Kuwaiti and Gulf reaction to the U.S. decision regarding the
Kuwaiti-owned Santa Fe Corporation and the massive oil slick in the
Gulf caused by Iragi?attacks on Iranian offshore oilfields.
Bahrain was among the first Gulf states to be hit by the slick
with the first heavy oil balls coming ashore on the northern
beaches.

The bureau also processed much material related to the
Husayn-'Arafat talks and the Gulf states' reaction to calls for
another Arab summit.
