SUBJECT Monthly Report--Gulf Bureau--August 1983
The month ended on a happy note for nonstaff employees in
grades FSN-7 through 11. All received substantial salary increases
resulting from a Department of State wage survey carried out earlier
this year. Employees in lower grades, who were judged to be over-
paid by the survey team, will remain at their current salary levels.
The bureau staff was invited to attend an Embassy farewell
party for Ambassador Sutherland on 29 August. The ambassador
departed post on 1 September to return to Washington. His replace-
ment is Donald C. Leidel, a career diplomat currently serving as
deputy director of management operations at the State Department.
The new ambassador is not expected to arrive until late October.
II. OPERATIONS
A. Editorial/Monitorial
The Persian Section had another busy month with the
launching of the second phase of the Val-Fajr III offensive by
Iranian forces and the hijacking of the Air France plane which
ended up in Tehran. The BBC News Bureau gave the bureau "high
marks" for its contributions to reportage on the hijacking. In
addition to covering these breaking developments, the Persian
Section also assumed 7-day coverage of Moscow Persian while
Nicosia's monitor was on leave.
III. ADMINISTRATION
A. Personnel
1. The wife of Arabic monitor gave birth STAT
to a baby girl in Jerusalem on 3 August.
2. Bureau engineer departed Manama on 30 STAT

arrived on 16 August. Both were honored at a STAT
