SUBJECT Monthly Report--Gulf Bureau--September 1983
I. GENERAL
The bureau renovation projects were in full swing by
the end of the month with the expected ensuing chaos. The
installation of new carpeting and desks 1aver resulted in the
temporary relocation of virtually every ,/resulted
of the staff
at some point in the proceedings. Thanks to the cooperative
attitude of all involved and yeoman work by the bureau tech-
nicians and custodian all bureau operations have continued
without major disruption.
The concept of cheap fuel in the Gulf is rapidly
becoming a myth. Bahrain has just announced the second price
increase in six months for fuel. The price for high-octane
Mumtaz has gone up by a total of 28 percent and that for the
lower octane Jayyid by 15 percent. Further increases are
expected.
II. OPERATIONS
A. Editorial/Monitorial
1. The bureau completed its two-month trial coverage
of Riyadh Radio in mid-month. The results of the trial period
have been passed on to Headquarters and London Bureau for
further deliberation.
2. Coverage highlights of the month included the
discovery by Qatari security authorities of a plot to assassi-
nate the leaders of the Gulf Cooperation Council due to meet
in Doha in early November.
B. Communications
The bureau's prima_xy c_ircu_t__.was__out for much of the
month owing to a major equipment failure at the Embassy STAT
During the outage the U.S. Naval Administrative unit handled
all of the Bureau's incoming and outgoing unclassified traffic
as well as incoming traffic for Embassy consumers. The editors
and bureau driver made periodic runs to and from the ASU during
this period to pick up and deliver tapes.

1. Production Group Chief-Designate) spent 14
September at the bureau during a stopover on his PCS travel from
Okinawa to Headquarters.
2. London Bureau Deputy Chief) ITDY'ed here
13-14 September.
3. Analysis Group Chief visited the bureau STAT
and the Embassy on 28 September to discuss the bureau product
and AG services to the Embassy.
4. The State Department Regional Medical Officer, stationed
in Jidda, visited the bureau on 12 September for a tour and
briefing.
5. Bill Adams, the new State Department Regional Security
Officer stationed in Kuwait, was given a tour of the bureau and
a briefing on FBIS needs on 26 September.
