SUBJECT Monthly Report--Gulf Bureau--October 1983
I. GENERAL
It has been announced that the new ambassador, Donald C.
Leidel, will be arriving on 3 November to officially take up
duties. Owing to a number of visitors during the month, including
Treasury Secretary Regan on 27 October, the embassy is just now
getting around to working out plans for welcoming Ambassador Leidel.
The bureau renovation project is slowly nearing completion.
All of the carpeting has been laid and the addition to the Arabic
monitoring room installed. The new desks for the Persian Section
have been delivered and are in place. We are still awaiting the
desks for the Arabic Section, including the addition, and the new
filing cabinets for the editorial room. The project to rewire the
monitoring rooms is underway and making rapid progress.
II. OPERATIONS
A. Editorial/Monitorial
1. Developments in the Iran-Iraq war, including the
launching of Phase Two of the Val-Fajr IV operatioris,,highlighted
the bureau's Persian coverage during the month. In addition to
reporting on the war from regularly scheduled coverage, we were
also able to fill gaps in BBC coverage of Tehran Radio during
the height of the fighting.
2. The Persian Section was also able to take advantage
of our unique coverage of Tehran Television to process two more
lengthy interviews with jailed leaders of the banned Tudeh Party
of Iran.
3. A new international Azeri service broadcast by Iran's
Tabriz Radio was identified during the month.
B. Technical
1. The bureau electronics technician adjusted the wiring
on the bureau multicouplers resulting in improved reception in all
monitorial sections.

1. Joseph Hazewski, the DOS area director of communications
stationed in Karachi, visited the bureau on 18 October for a tour
and briefing.
2. The bureau chief attended an embassy picnic on 20 October
to meet Bryce Gerlach, the newly appointed executive director of
the State Department's Bureau of Near Eastern/South Asian Affairs.
