SUBJECT Monthly Report -- Tel Aviv Bureau -- April 1982
A. Monitorial/Editorial
April proved to be still another month of turmoil on the
Israeli political scene. Events came to a climax on the 25th when
Israeli troops and civilians evacuated the Sinai which had been
occupied since the 1967 war with Egypt. The withdrawal was an
extremely emotional event for many Israelis, complicated by the
fact that some fanatics had vowed never to leave the Yamit District
bordering the Gaza Strip.
Israeli media gave heavy coverage to the shuttle diplomacy
of Deputy Secretary of State Walter Stoessel who arrived in Israel on
14 April and traveled back and forth to Egypt on an almost daily
basis through 27 April in an effort to ensure that Egypt and Israel
would abide by the agreement. During the Stoessel mission the bureau
was asked to open each day at 0600 (0400 GMT) instead of the normal
0700 to cover an early morning Jerusalem Radio newscast. On several
evenings the bureau stayed open an extra hour Or two to cover the
final newscasts of the day.
The tension over the Sinai issue was heightened on the 21st
when Israeli air force planes raided what was described as terrorist
bases near Beirut. Two Syrian MiG 23's were downed by the Israelis,
the 18th and 19th to be lost by the Syrians in combat with the Israelis
since the summer of 1979. The bureau's first report on the air strike,
from IDF Radio, was sent at ZZ precedence. Announcement of the military
action came shortly after Jerusalem Radio had reported that the
Cabinet had voted to go ahead with the Sinai withdrawal. Later, in an
interview on Jerusalem Radio, Israeli chief of staff Lt Gen Refa'el
Eytan said the attack was carried out to convince the terrorists that
they had to stop their unilateral acts of attacking Jews "anywhere in
Israel and abroad" while enjoying immunity from counterstrikes.

During the month another nine persons were killed in
incidents related to riots and other disturbances in the
occupied territories. Another 90 persons were seriously injured.
This was reportedly the highest number of casualties in one month
since the 1973 Yom Kippur War. Israeli media also gave extensive
accounts of a shooting tragedy on the Temple Mount grounds, a site
holy to both Muslims and Jews in the Old City of Jerusalem, on__11
April when an American immigrant dressed in an Israeli army uniform
began shooting at random. Two persons died as a result of the
incident. The shooting set off strikes and disturbances in the
occupied territories.
At the beginning of the month the Hebrew section began
sample coverage of Cairo Radio's Hebrew service in an attempt to
determine if it contained unique material on relations with Israel,
especially on the Israeli withdrawal from the Sinai. After 2 weeks
of scrutinizing the Cairo casts it became apparent that the Hebrew
service offered material similar or identical to Cairo's Arabic
casts and MENA transmissions.
The bureau's lone Persian monitor on 20 April translated
a commentary from the Soviet-based clandestine National Voice of
Iran calling for Iraq to accept Iran's conditions for ending the war
the two nations have fought since September 1980. Bureau personnel
are waiting to see if the NVOI position heralds open support by the
Soviet Union for Iran's cause in the war.
On 3 April the Turkish section covered an Ankara Radio
recording of a 60-minute speech by Turkish head of state Kenan Evren
which had been billed in prebroadcast announcements as an "important"
policy speech. Evren said Turkey would react strongly against
interference in its affairs during the "transitional" period of the
military administration which began in September 1980. Evren said
that although leaders of the now defunct political parties had
signed written agreements not to engage in political activities, they
continued to do so. This issue was also discussed during a 35-minute
Evren speech broadcast by Ankara Radio on the 17th. In that speech
Evren said persons who make political utterances "will receive the
punishment they deserve." Evren's statements were apparently aimed
at Bulent Ecevit, the former leader of the defunct Republican People's
Party, who, according to the ANATOLIA NEWS AGENCY and the clandestine
Voice of the Turkish Communist Party, was rearrested during the month
after having previously served a 2-month jail term. Ecevit was
charged with making antigovernment statements published in European
journals.
Other issues followed by the Turkish section during the month
were the shooting-of a Turkish embassy official in Ottawa by what was
reported to be a member of the Secret Army for the Liberation of Armenia;
a statement by Foreign Minister Ilter Turkmen criticizing France, where
six Turkish diplomats have been killed, for alleged support of Armenian
anti-Turkish activities; and the continuation of a series of conflicts

with the Papandreou government in Greece. The latest dispute,
as reported by Ankara Radio, focuses on the "Greek State's"
confiscation of property in northeastern Greece belonging to
persons of Turkish descent.
The bureau processed several items on the Falklands
crisis from the BBC World Service in English, monitored at
Tel Aviv with excellent reception on medium wave. Included
were reports on the resignation of British Foreign Secretary
Lord Carrington, on the BBC's increasing of broadcasts to:.the
Falklands and on the Argentine-controlled Falklands radio station
ceasing broadcasts because its reports were being heard by
"monitors in southern Chile." Without explanation, 24 hours later
the station resumed broadcasts, according to a subsequent BBC
report.
During the Israel-Egypt-Israel shuttle diplomacy
engaged in by Deputy Secretary of State Walter Stoessel from
the 14th through the 27th, the bureau prepared packages of
materials for Mr Stoessel and three members of his party: Deputy
Assistant Secretary Morris Draper, Executive Assistant Gary
Matthews and a member of the National Security Council staff.
Each member of the team received his own package, picked up from
the bureau several times during the course of the day, the first
being at 0630, and brought by special courier to Jerusalem where
the party was staying. The material included high precedence
incoming and outgoing items on regional affairs and Israeli and
Egyptian material related to the withdrawal from the Sinai.
The bureau's Foreign Service National personnel received
a pay increase effective 1 April which amounted to an average of
13 percent.

B. Building and Grounds
April saw the completion of the bulk of the renovation of
the telecommunications room. New counter-type work stations allow
more efficient use of the limited workspace and the installation of
overhead cabinets adds some badly needed storage space. Recarpeting,
the repositioning of some of the communications equipment and the
installation of some additional lighting will complete the project.
Mai Stanley Khrzanowski (U.S. Army), senior military
information officer of the Multinational Force and Observers in the
Sinai, visited the bureau on 6 April. Major Khrzanowski was briefed
on FBIS operations and in turn discussed his job as chief briefing
officer and analyst of Middle East events for Lt Gen Fredrick Bull-
Hansen (Norwegian Army),commander of the MFO. Major Khrzanowski
expressed an interest in receiving FBIS materials.
