Subject : Monthly Report, Paraguay Bureau, January 1982
I. CORAL
A. The new Argentine government, adding its own touch to the
ongoing dispute with Chile over the Beagle Channel, announced a
new representative to the mediation process being conducted by the
Pope and an the 22d denounced the 1972 treaty with Chile on
settling disputes through peaceful means. In the final days of
the month Chile replied officially that it regretted Argentina's
action.
B. An important Brazilian businessman's private visit
to Cuba during the month was followed with much interest in
Brazil and elsewhere. He found a potential market for hundreds of
millions of dollars worth of business for Brazil in Cuba. The
official Brazilian position at the moment continues to be that
there can be no trade permitted as long as no diplomatic relations
exist.
C. January saw tragedy in the Bureau's coverage area when
one of the suspension bridges for tourists in the Seven Falls
area on the Paraguayan-Brazilian border collapsed throwing dozens
of people into the chasm. Initial;,xeports on the causes of the
disaster ranged from non-maintenance of the bridge to possible
sabotage. The scenic series of waterfalls in that area will
disappear in several months when the Itaipu dam begins operation
and backs up the waters of the Parana River.
II. OPERATIONS
A.Editorial/Mariitorial
Heightened attention was given to Bolivian radios early
in and again right at the end of the month because of rumors of a
possible coup. On the 9th, Chilean radios reported coup manors
and on the 29th AFP said a well-known, coup plotter was again active
and that the Bolivian president was getting ready to resign. In
both cases the rumors turned out to be false.

B. Communications
1. On 22 January work an improving the embassy/bureau
primary circuit began. Use of the altroute was not altogether
smooth, requiring the handcarrying of tapes for relay and greater
use of the Telex than anticipated. By month's end however, the
primary circuit seemed to be "unofficially restored." Testing
and training on the new equipment will continue over the next
2-3 weeks resulting in extended periods of downtime for the primary
circuit. Background messages providing details are being filed to
Headquarters, Panama and Landon.
2. Prior to the closure of the primary comrnmications
circuit for repair, the bureau experienced 6 hours and 10 minutes
of downtime.
C. Lateral Services
1. Pursuant to a Headquarters request on the 8th for
expeditious handling of a report an action taken by the Brazilian
Congress on the electoral reform bill, several interim reports
from Brazilian media were filed priority along with a report an
the 11th that the bill had become law without a congressional
vote through the automatic time-lapse mechanism.
2. For several months the Bureau has been pouching certain
items, primarily economic and industrial, from Paraguayan papers
to ELAD for their possible exploitation. Toward the end of the
month the Bureau received a note expressing ELAD's appreciation
and passing along that the country analyst who found the material
"quite useful in the preparation of her analytical paper."
III. ADMINISTRATION
A. Building and Grounds
Testing continues op-the embassy backup generator, with
the Caterpillar representative claiming too much load on the
generator and embassy technicians claiming a fault in the generator
itself. A special engineering study has been ordered by the JAD/
GSO. In the meantime, the generator continues to respond
sluggishly when commercial outages occur and the embassy is operating
under full load.

visited the bureau to discuss the extended Latin outage which
began on 21 January owing to a change in location and personnel
at the local Latin office. k,,,N,,.,
Marine Sgts Thomas A. Thomas, Lawrence Peterson and Francis
Martin and Andrew Donald Rohlfing, political officer replacing
Joel Beyer, were briefed during the month.

OPERATIONS ATTACH= TO JANUARY NDNTHLY REPORT
FOR PARAGUAY BUREAU
1. A reception survey using a new log periodic antenna was
carried out at the Antelco antenna site in Luque. Survey targets
included radio stations in Peru, Bolivia and Chile normally on
bureau coverage and additional stations from the list drawn up
for a reception survey carried out in the Chaco in November of
1981. Some of the preliminary findings are:
A. Santiago, Chile, medium wave stations Radio Nacional on
1140 Khz, Radio Diego Portales on 1180 Khz, Radio Chilena on 660
Khz and Radio Mineria on 1060 Khz were heard beg*---g at 0000 GMT
with fair reception, improving to good reception at 0100.
B. Low powered Bolivian regional stations, such as Yacuiba Radio
Chaco on 3280 Khz and Tarija Radio Los Andes on 4775 Khz, were
heard with fair reception.
C. Parana, Brazil, Radio Unidade in Portuguese on 6020 Khz was
heard testing its equipment.
D. Managua, Nicaragua, "La Voz de Nicaragua" on 5950 Khz was
heard with fair reception broadcasting news at 0020 Cam.
2. Montevideo, Uruguay, Radio S.O.D.R.E. (Servicio Oficial de
Radiodifusion del Estado) was observed broadcasting in parallel on
15273 Khz with poor-fair reception and 9620 Khz with fair-good
reception. At 1500 C the station carries a 30-minute newscast
entitled "Sucesos."
3. Santa Fe, Argentina, Radio Nacional Santa Fe in Spanish on
540 Khz was observed at 2000 CHT on 13 January carrying Buenos
Aires Domestic Service newscast.
4. Repairs to the rhombic antenna aimed at Peru and Bolivia were
completed on 16 January, restoring reception of Peruvian and
Bolivian stations on coverage.
5. Buenos Aires LATIN in Spanish was out of service for 12 days,
17 hours and 12 minutes at the bureau. The major part of that
outage, 11 days, 18 hours and 7 minutes, was due to a change of
location and personnel at the local LATIN office. After a visit
to the bureau by the new LATIN representative, the bureau daily
received a copy of the LATIN file printed at the local canrnmications
office for LATIN. Service resumed at 1618 CHT on 2 February.

6. Buenos Aires LA PRENSA in Spanish for 23 January was not
received by the bureau presumably due to an article unfavorable
to Paraguayan authorities. The English language daily Buenos
Aires HERALD for 24 January was received with a page torn out.
It carried a summary of the LA PRENSA article. After a request
made to the embassy in Buenos Aires, the texts of both articles
were cabled to the Bureau.
7. La Paz, Bolivia, Radio Illimani Network in Spanish newscast at
010&0130 ( was dropped from coverage since a format change by
the station made the cast unproductive. Meanwhile, La Paz Cadena.
Panamericana in Spanish newscasts at 1130-1200, 1700-1730 and
0000-0030 GMT were added to coverage.

Engineering monthly report

January 1982
1. Paraguay Bureau had the opportunity to test a new logarithmic
periodic antenna with horizontal polarization mounted on tower
with rotor at Antelco's antenna field. Tests were carried out
for four days. Highlights are noted in the Operations attachment.
2. The rhombic antenna beamed to Peru-Bolivia which was knocked
down by a heavy wind last December was reinstalled; two
towers were replaced. The antenna is functioning as well as
it was before being blown down.
3. A delta notch filter nod SRIC-2 x 4 tnf-2 was installed in a
attempt to eliminate interference caused by the embassy BF
transmitter used in altroute communications. Unfortunately
it does not fully eliminate the interference in our local
antennas. Message on this matter was sent to FEB/ED.
