Subject : Paraguay Bureau Monthly Report for April 1982
I. GENERAL
Asuncion recorded its first earthquake at 0200 local time
on 8 April. Bureau personnel repotted no damage or injuries; no
damage was evidenced at the bureau which had remained open to
cover the announcement of the UK's 200 mile war zone around the
Falklands and subsequent Argentine response. The tremor registered
4 and while lasting only 6 seconds, it seemed an interminably long,
time for those of us not accustomed to earthquakes.
II. OPERATIONS
A. Nbmitorial/Editorial
1. The Argentine-UK conflict over the Falkland/Malvinas
Islands totally dominated bureau activity during the month.
The unlikely prospect of military conflict between Great Britain
and Argentina over "some of the most remote islands in the world,"
as a Brazilian journalist put it, actually materialized requiring
the mobilization of all bureau resources to cover it.
Owing to continuing high-interest developments, the bureau
has not had "normal" operating hours since 1 April; 24-hour staffing
was instituted on 12 April. Significant bureau press and radio
coverage initiatives are being regularly reported to Headquarters.
The most interesting of Formosa TV's special features, including
the giant mass rally in Buenos Aires on 10 April design to
impress Secretary of State Haig on his initial visit, are being
videotaped and forwarded to Headquarters.
2. Messages of appreciation for the Falklands coverage were
received during the month from the BBC Monitoring Service and
Headquarters. Local embassy officials from the ambassador on down
have on numerous occasions expressed appreciation for the high-
precedent material the bureau is passing on to then.

3. The rest of the bureau's coverage area also provided
significant items. On the 12th the Uruguayan president began his
4-day visit to Chile. On the 18th the Chilean cabinet resigned at
the request of the president who installed a new one and spoke to
the nation on the 22d. On the 19th a former Bolivian Army chief
of staff claiming that .he had broad support among former army officers
called publicly for the resignation of the current Bolivian president.
A close watch on Bolivian media was carried out for several days.
On the 25th the Bolivian president in an address to the nation promised
elections for 1983 and outlined his future program more specifically.
4. The bureau filed a record of 359,770 publishable words
and a total of 425,430 words during the month, easily surpassing
an earlier record of 255,840 publishable words in June 1978.
5. A survey of Argentine and Chilean medium ave stations
audible at Paraguay Bureau, including their fade-in, fade-out
and newscasts times, was conducted.
B. 'Technical
1. Additional TV antennas were tested and installed on the
bureau rooftop to enhance reception of Argentina's television signals.
2. Non-expendable property acquired during the month included:,
1 table w/6 chairs, locally made, $ 387.00; 8 air conditioners,
CARRIER, S/N 112673; 112700, 112717, 112718, 112716, 112725, 112726,
112727, $ 580.00 ea; 1 Generator Sweeper, HEWLETT PACKARD, model
8601A, S/N 1848A06888, $ 3,334.00 ea; and 1 Intercom, SIEMENS, Mdl
Homeset 106, w/4 phones and 1 door mounted speaker, $ 768.00 ea.

B. Building and Grounds

permits comiamication between the main entrance door and select
bureau offices. Strengthening of the main bureau door with ballistic
alianira n and installation of lexan panels and safety glass was also
completed. Nbdification of the receiving area and installation of
new cipher locks are underway to comply with security recommendations..
