Subject Paraguay Bureau Monthly Report--December 1982
A. Late in the month Argentine President Bignone said
he could promise elections "not later than the first Sunday
in November 1983." This did little, however, to appease
leaders of all sectors of Argentine life who continue to
pressure the government for earlier elections.
B. Paraguay's best known resident opposition figure,
Dr. Domingo Laino, ceased to hold that distinction when he
was deported to Argentina on the 14th. Laino was arrested
the previous day and copies of his about-to-be-published
book on the Nicaraguan dictator Somoza confiscated. Comment
to date has been uniformly critical and forthright in
condemning the government's action.
C. On the 27th, the Peruvian president issued a call for
terrorists of the Shinning Path movement (variously said
to be Maoist or Pol Pot inspired) to lay down their weapons
within 72 hours. When the period expired Belaunde Terry
ordered the army to take over antiterrorist operations in
three of the country's departments. Thus ended the
controversy about using the army to fight terrorists. As
late as the 23d, the Peruvian war minister was quoted in
an item filed by the bureau as opposing the use of the
army because of the danger of innocent civilians being
killed.
D. Early in the month, two Argentine cabinet ministers
arrived in Asuncion to sign and exchange notes on resuming
work on the Yacyreta hydroelectric project in the latter
half of 1983. Although there is private speculation that
Yacyreta might never get off the ground due to the difficult
Argentine economic situation, the presence of the two
ministers indicates Argentina is serious about going ahead.
If that is the case, Paraguay can expect an economic upsurge similar
to that which the Itaipu project brought the country.

II. OPERATIONS
A. Editorial/Monitorial
1. The visit by President Reagan to Brazil during
the first few days of the month caused the bureau to institute
an open watch on Brazilian radios and a close watch on other
media for reports and comment on the visit. The work load
during this visit was considerable, and the Bureau was
pleased that the President did not, in fact, visit Bolivia
as well!
2. The bureau mounted open watches. on Argentine media
twice during the month. On the 6th, the feuding factions of
the labor movement managed to unite in crippling the
country during a highly successful 24-hour general strike.
The strike took place without any violent incidents,
something which could not be said of the demonstration
against the government on the 16th organized by Argentina's
most important political faction, the Multiparty Group. The
demonstration, with its 100,000 participants, was the
largest against the government since the military took over
in 1976, and the bureau filed a stream of reports on the
violence and deaths associated with the demonstration.
When it was over the bureau received a message from the
Wire stating that consumers were happy with the bureau's
coverage.
3. Three Argentine publications, two of which are on
bureau coverage, were ordered reopened by the courts after
they had-been closed down by the military government. By
the end of the month the bureau had begun to receive one
of these publications again, LA SEMANA.
4. On the 12th, the bureau monitored the first press
agency report on the announcement by the Peruvian president
of major government changes. Manuel Ulloa, the prime minister
and finance minister, resigned and was replaced as prime
minister by the current Peruvian ambassador to the
United States. On the 16th, a report was received on the
resignation of the whole Peruvian cabinet. A new cabinet
will reportedly be installed in January with about two-thirds
of the incumbents retaining their posts.
S. Special watches were put on Argentine and Uruguayan
media during the month to cover the visit to those two
countries of the Israeli Foreign Minister.

On 14 December, Mark Woerner, State Department regional
personnel officer headquartered in Montevideo, visited the
bureau for familiarization and to discuss an upcoming wage
and position classification audit.
