SUBJECT : Monthly Report -- Panama Bureau -- April 1982
A. Monitorial/Editorial
1. An otherwise quiet month ended with the Bureau operating three
straight mid shifts to cover a lingering hijacking in Honduras in which some
28 people were held captive for 4 days on the Tegucigalpa airport runway.
Our remote system provided flawless coverage throughout.
2. Two cases during the month indicated that a remote-tuned FM cap-
ability would be useful at the Central American remote sites. Engineering
Division was asked to provide information on such a capability. In the first
case, the Salvadoran Constituent Assembly was inaugurated, but the ceremonies
were only broadcast on FM and had to be recorded and fed by the San Salvador
contractor. Secondly--and potentially of more importance--the first Guatema-
lan guerrilla clandestine radio has been reported broadcasting on FM nightly.
The Guatemala City contractor is listening for the transmitter now. If it
is found, its programs will have to be recorded and fed.
3. At the request of the American Embassy Lima, Peru, the Bureau
again called into action former Quechua monitor who has STAT
for several years been the Bureau's contract bus driver, to provide a review
of the content of Havana and Moscow Quechua broadcasts. The embassy was ad-
vised that the Moscow program was feature material and the Havana casts most-
ly repeats of Spanish-language news items.
4. A productive new Mexico City International Service newscast,
"NOTIMEX Informa," was added to coverage. The new cast includes a commentary.

B. Communications
The U.S. Army Communications Command continued to have its myriad
of problems with Corozal Technical Control and Panama Automated Relay,
through which all of the Bureau's various communications circuits travel.
As a result of power, computer and line faults compounded by human error,
the Bureau's primary circuit was out an average of 1 hour 40 minutes a day
for the month. The month's outage record, 49 hours 20 minutes, was the
worst since the Bureau began using the PAR switch.
