SUBJECT : Monthly Report -- Panama Bureau -- May 1982
I. OPERATIONS
A. Monitorial/Editorial
1. A very quiet month at the Bureau, with daily wordage never
exceeding 24,000, was enlivened only by a mid-month seizure of the
Brazilian Embassy in Guatemala by Guatemalans protesting peasant mas-
sacres. They flew to Mexico after 2 days. May ended with the Colom-
bian elections, the last but one of the series of Latin American ele c-
tions this year.
2. The Bureau lost the ability to remotely tune the receiver
in Tegucigalpa for 2 weeks. It was restored only when the receiver
was replaced.
3. Technicians checked all of the Bureau's seven operating
teletype machines for proper settings to print both quotes and bells
when used to monitor press circuits. All circuits are using the in-
ternational CCITT 2 code, with bells on upper case J and quotes on
upper case S.
4. Senior Monitor departed 23 May for extend- STAT
ed TDY at Key West Bureau.
B. Communications
AUTODIN communications improved somewhat, with outage times re-
duced to 17.5 hours for the month. Two of these outages, totalling 8.5
hours, were due to faults with the Bureau's equipment. Telex also suf-
fered a 42-hour outage, due to a computer fault at a Balboa switch.

C. Lateral Services
At the request of the Embassy, the Bureau Communications Section,
for several weeks during the month, printed extra copies of items that
normally would have been wirefiled to the Embassy. The material was pick-
ed up daily by courier. Wirefil.ing was reinstituted after Embassy Com-
center equipment problems were corrected.
II. ADMINISTRATION
A. Personnel
1. The Bureau's monitorial staff was reduced by two during the
month (to three under T/0) with the planned retirement on 2 May of mon-
itor and the resignation from LWOP of Monitor Su ervisor STAT
on May. Monitor trainee 01/1l
who cam il, is doing very well. re-emp oymen process-
ing for is complete except for entrance into the Panama STAT
Social Security program. Another recruitment effort to fill the remain-
ing slots will be made in June.
2. Senior Editor became the STAT
proud parents of a 7 pound ounce baby boy on ay. e newest STAT
and his parents are doing fine. STAT

III. VISITS
received a PSI effective 30 May. STAT
To the Bureau: Lt Christopher St. John accompanied by two assis-
tants from SOUTHCOM J-2 for a briefing on bureau operations.
