BOX 1056 KEY WEST, FLORIDA 33040 MFL - 2Q18 6 May 19 8 2 MEMORANDUM FOR: DIRECTOR, FOREIGN BROADCAST INFORMATION SERVICE THROUGH CHIEF, OPERATIONS GROUP SUBJECT Monthly Report -- Key West Bureau - April 1982 A. Operation Ocean Venture '82 has given the bureau the opportunity to become directly acquainted with one of its major consumers: the Psyops Battalion from Fort Bragg. The exper- tise of the bureau linguists has been called upon to provide information on Cuba, evaluation of Psyops produced material and the evaluation of radio behavior.. There has been exten- sive cooperation and coordination between the local J-2 of the COMUSFORCARIB, the First and Seventh Psyops Battalions and the Key West Bureau. Key West Bureau has given orienta- tion tours to some 30 members'of the Psyops Battalion, inclu- ding its chief officer Lt. Col. Dandar, Don Mathis of USICA-- briefing offi rfs of staff of Ocean Venture and FBIS' own NEAAD linguist--who is partici- STAT pating as a Spanish inguis with his reserve unit. This has been an excellent opportunity for the bureau's editor/moni- tors to gain insight into how their work is used--and highly valued--by the consumers. B. Of major concern has been the Navy's plan to straighten a road skirting the antenna field on the east side of the bureau's operations building by building a long, gradual curve through the antenna field, alongside or parallel to our K & W phased loop an- tenna array. A strong letter, emphasizing the technical prob- lems presented by having traffic passing so close to the antennas, appealing to the terminology of the original lease agreement--in which the Navy agreed not to take any action which would dis- rupt bureau operation--and pointing out the actual disadvantage of the proposed road to the Navy itself, was sent to NASKW com- mander, Captain Thomas Brown on 27 April. To date there has been no reply. II OPERATIONS A. Monitorial/Editorial The change to Daylight Saving Time in the United States and the fact that Cuba has not yet gone on DST made it necessary Approved For Release 2008/04/01: CIA-RDP86-0004OR000100070005-3 Approved For Release 2008/04/01: CIA-RDP86-0004OR000100070005-3 for the bureau to alter monitor/editor shifts slightly to com- pensate for the difference. This is only a temporary measure as Cuba goes on DST on 8 May. B. Lateral Services RUEBBGA/COMUSFORCARIB Key West Florida was added as a consumer for a number of Latin American services after giving assurances that their Communications Center would be able to handle the load. They had not, however, realized the volume of traffic that would be generated by their request and the amount of tra-fic which would result from Operation Ocean Venture '82. Thus it became necessary to cut off the service prior to the end of the month. It is to be hoped that with the end of Oper- ation Ocean Venture '82 and with a careful pruning of the ser- vices requested the bureau will be able to reinstate this ser- vice, since it results in a great deal of vitally needed good- will from the office of Admiral MacKenzie, commander of COMUSFORCARIB. C. Technical The installation of the experimental 600' Beverage antenna, bearing 213 degrees true north, designed to provide better reception for the bureau's task of backstopping Panama Bureau in Central America, was completed. This antenna pro- vides better, in some cases unique, reception of medium and shortwave frequencies in the target area. There are times when the clandestine "15 September," "Venceremon," and "Farabundo Marti" have been audible and monitorable only through this antenna. An important characteristic of this antenna is to significantly reduce signals from southern Florida, thus im- proving overall reception, not only of Cuban mediumwave but also of other previously unmonitorable broadcasts. The ap- propriate multicoupler has been installed to permit monitor access to this antenna. Nonexpendable property received from headquarters during the month of April includes: 1 VHF/UHF Antenna Multi- coupler, Reaction Instruments Mdl. 414A-8, Serial No. 138; 1 HF Antenna Multicoupler, Delta Electronics Inc. Mdl. SRMC- lXlO-LFB-50, Serial No. 992; 1 Beverage Antenna Matching Transformer, Delta Electronics Inc. Mdl. Lt. Col. Dandar, the commander of this group, and Don Mathis of USICA were also given tours.
