Approved For Release 2008/04/01: CIA-RDP86-0004OR000100030005-7 CONFUDE T1AL MBK-0016 2 June 1982 MEMORANDUM FOR: Director, Foreign Broadcast Information Service THROUGH : Chief, Operations Group SUBJECT : Monthly Report--Bangkok. Bureau--May, 1982 A. Monitorial/Editorial 1. In an effort to keep the Vietnamese Unit more fully occupied and per discussions with C/NEAAD during the bureau chiefs. conference, the bureau has implemented a program of enhanced Vietnamese press selection. Barring unusual developments which would preoccupy the monitors with voice coverage, press processing is expected to increase up to 20,000 words per month. 2. Early in the month the bureau initiated a 30-day study of Hanoi VNA English/French circuits to determine reception and transmission times with a view toward possible assumption of coverage from Okinawa Bureau. 3. The bureau's role in Afghanistan coverage ended on 24 May when the coverage of the Kabul TIMES passed to NEAAD. Per arrangement, the bureau will retain a backup subscription of the newspaper in the event NEAAD requires assistance. Subscriptions to two other Afghan papers were dropped. 1. The bureau received lavish praise in a 7 May message from the American Embassy in Vientiane, Laos, for its "superb job" in covering the Third Congress of the Lao People's Revolutionary Party, 27-30 April. The message--also sent to Headquarters, American Embassy Bangkok, American Consulate Hong Kong and CINCPAC Honolulu--cited bureau coverage as "complete and timely" with translations maintaining " a consistently high standard despite the speed of the work." Concluding, the message stated: "Our praise for this special coverage is not meant to denigrate the thorough and accurate day-to-day coverage we get from FBIS. It is hard to conceive how it could be improved on." 2. In another example of the kind of close support field bureaus provide U.S. diplomatic posts abroad, on 9 May the bureau was asked to confirm that Vietnam had never accused Thailand of using chemical weapons CONFIDENTIAL Approved For Release 2008/04/01 : CIA-RDP86-0004OR000100030005-7 I 1 Approved For Release 2008/04/01: CIA-RDP86-0004OR000100030005-7 CONFIDENTIAL against Kampuchea. The request, relayed by an Embassy political officer, had originated with the U.S. delegation to the United Nations. After considerable research, the information--which proved that Vietnam had made such accusations--was passed to the Embassy Political Section, which expressed surprise with the findings and appreciation for the bureau's efforts. The information was provided in time to prevent what would have been an erroneous cable from being sent. C.
