The highlight for November was the 16-19 November visit to the
bureau by FBIS Director during which 12 promotions and STAT
QSI's were announced. These reflected a break in the near-total
suspension of promotion actions over the past 2 years due to FBIS
negotiations over the State classification system. Efforts to leave
the impression with that Bangkok was a hardship post STAT
included a power outage at the bureau, which incapacitated the
elevators and forced to walk down 15 flights of stairs, STAT
and a breakdown of the bureau's sedan en route to the airport, which
required the Director and Bureau Chief to flag down a passing "baht"
bus (a small truck converted for private enterprise bus transportation).
A recrnit:i ip by the Bureau Chief and Indonesian/Thai Section
Chief to Kuala Lumpur and Singapore in search of Indonesia/ STAT
Malay monitors netted one excellent candidate who has already entered
on duty and several very likely prospects. The favorable result of this
trip has enabled the delay of a planned followup trip to Indonesia until
later in 1983.
A. Monitorial/Editorial
SSPT, the Thai Communist Party's Morse coded radioteletype press
agency, went off the air on known frequencies as of the 16 November
newscast. Bureau queries to the Thai Government concerning the situation
resulted in the advisory that SSPT had not operated for "about a week"
from 16 November but was now transmitting on a new frequency. The bureau
managed to copy what it believes is SSPT on this new, stronger frequency
as of 30 November, and we believe only one regularly scheduled newscast
was missed during the hiatus.

III. ADMINISTRATION
A. Personnel
1. The Director, FBIS, and the Bureau Chief officiated at an
office reception and ceremony on 19 November at which promotions and QSI's

for Indonesian/Malay monitors.

B. Buildings and Grounds
A reconstruction and relocation project is underway in the
monitor booth area to accomodate an enlarged Indonesian Section. Only
minor construction work is required to create sufficient positions to
cover the bureau's projected monitorial staff increases over the next
3 years.

A. FBIS Directo TDY'd at the bureau 16-19 November. STAT
B. Deputy Chief of Mission Stapleton Roy toured the bureau on
23 November.
C. Congressional subcommittee member James 0. Bush toured the
bureau on 26 November.
