OPERATIONS A. Monitorial/Editorial 1. With the delivery of Polish newspapers becoming more dependable this month, the bureau's three-man Polish team eventually returned to some form of normality following the erratic last half of December when they never knew from one day to the next which papers would arrive. Our new Polish monitor returned to Vienna STAT to his press duties on 11 January following a 2-week TDY in Caversham where he assisted the BBC in its radio coverage over the holidays. However, before we could settle back into a routine again, BBC requested a week's survey of Warsaw II radio which returned to the air on 17 January. With this early morning to midnight watch requiring the full attention of two of our Poles, London PMU Di ed in again to help our remaining monitor. F_ tch With PV/POa STAT 2. The Albanian section also continued to grab attention as the pieces began to fall into place in the post-Shehu jigsaw puzzle of political life in Tirana. Proving the rumors of his death to be premature, party leader Enver Hoxha--persistently reported by the Yugoslav media to have been killed in a wildwest shootout with Shehu--was resurrected on 14 January during opening night at the People's Assembly where he introduce a new prime minister, Adil Carcani. Senior monitor nd his colleague[ along with Senior Editor were pleased to get some well- deserved kudos rom the BBC's News Bureau for their "swift and professional coverage of the Albanian parliamentary It Commendations from the bureau chief fo efforts over the past three months--during a party congress in November, Shehu's suicide in mid-December, and the People's Assembly--were put in their personnel files. The bureau got more than its money's worth from ANSA this month as we had our most productive period in memory, filing nearly 50,000 words from the English service. The big increase was mostly due to the extensive coverage given to the kidnapping and rescue of General Dozier. B. Communications 1. The bureau chief met on 11 January with Thomas Tracy, assistant secretary of state for administration, and John Osthaus, the senior staff assistant on the Commerce, Justice, State, Judiciary and Related Agencies of the House Appropriations Committee, to stress our continuing interest in being included in State's high-speed circuit for Vienna. Mr. Tracy promised that the existing problems preventing our access should be cleared away by an "early retrofit" of the Embassy communications equipment. A.log note on the meeting was sent to HQs. 2. The long-awaited second VCVC circuit went into operation on 1 January with a fixed Warsaw feed. Later in the month, the London Bureau Chief,during a coordination visit here, discussed ' n for the line and informed us that BBC engineer plans to visit in late March to make equipment changes. 3. A Pirmasens ASC "red-black isolator" glitch that sent us into an extended "3-Repeat" condition on 4 January carried over to all day on 5 J nuar causing bureau engineer L -land technician to spend the entire day troubleshooting our equipment and lines until we finally got Pirmasens to admit that the trouble had been at their end all the time. Mostly as a result of this one day when we just had an incoming but no outgoing circuit, we ended up with a monthly figure of 18,630 words filed over the VCVC via London, well above our average of a couple of thousand at the most. C. Technical The bureau and PMU reached a milestone this month when we both installed new fax machines--the NEFAX 3500--which gave PMU the "best copy it had ever received." Minor adjustments to the machine here later put our copy on the same high quality par as that received by PMU. Until we can get a second model (no company maintenance is available in Vienna), we plan to retain the old Siemens equipment as a backup. At month's end, the bureau chief pouched an update to Chief, Operations Group, on the bureau's continuing recruitment effort, particularly on our search for a Yugoslav and a Polish monitor. Thanks to London Bureau's efforts, we now have a lead on another promising Polish applicant. We also hope to resolve the security impasse over hiring our leading Serbo-Croatian candidate, a teacher in Belgrade, who we hope can come here at the end of the school year for an interview with the Embassy RSO. 2. Bureau German monitor as promoted to FSN-3/1 effective 10 January. has been with us one year and has gained everyone's gh respect for her dedication and good work. On 5 January, Senior Edito attended an STAT Embassy meeting of the committee for the year y update of the State Department cost of living survey for Austria (on which the cost of living allowance rate is based). The outcome of this meeting was the better part of 3 hours spent in a Vienna department store gathering various prices for articles from shirts to shoes to pantyhose for this year's update. A good experience confirming what all of us knew already: It's expensive to live in Vienna! 2. Junior Editor attended a 21 January STAT orientation tour of the Embassy's communications facilities.
