MEMORANDUM FOR: Director, FBIS
THROUGH Chief, Operations Group
SUBJECT Monthly Report--Austrian Bureau--February 1982
Bureau resources were stretched to the limit this month as we
tried to rearrange our routine to assist in getting our copies
of the Soviet papers to the PMU in Caversham during the extended
baggage handlers' strike at Heathrow. We initially tried to use
the fax, but the effect proved to be unmanageable, since we were
physically unable to move the entirety of the nearly 2-weeks
worth of backlog. Later arrangements were made to take the papers
into Heathrow aboard a KLM flight out of Amsterdam, since KLM
has its own crew of offloaders. Although this system eventually
worked, the delivery was late and the airlines could not guarantee
the exact flights the papers would be on in future deliveries.
At month's end, we had located a newly established courier service
that would handcarry the papers to the Heathrow BBC freight
handlers who would then hurry them off to the PMU. In addition
to these arrangements, PMU Russian translator STAT
arrived here on 28 February to assist in selecting, faxing and
processing items until we could establish how reliable the
courier service would be. Meanwhile, no one is venturing a guess
as to the duration of the strike, which began 8 February.
A. Monitorial/Editorial
1. The bureau formalized its coverage of Vienna evening radio
and TV this month by including the local 1800 radio and 1930
TV casts in our FCS coverage schedule update. The readjustment
to our evening priorities is intended to help us from getting
scooped on hot items in our own backyard, particularly since
Vienna seems to be becoming more and more the target of
terrorist attacks -- the last being the 4 February bomb
explosion at the home of the city's chief rabbi. Despite our
efforts, we recognize that we are still somewhat "unprotected,"
especially on weekends and holidays when we are not open in
the mornings, a period that has proven to be prime time for
spectaculars like the August synagogue attack and last May's
assassination of a city councilman.

2. We were shortchanged by ANSA this month to the tune
of nearly one-third of our scheduled casts, as Italian
journalist strikes swallowed up a total of nine working
days. We have been hit before by occasional strikes, but
this month's lost coverage was the most in some time.
3. As of mid-month, the bureau began receiving the new
Polish newspaper RZECZPOSPOLITA (The Republic), an 8-page
government organ that began publication 14 January. As
far as our other Polish papers are concerned, we had our
hopes buoyed at month's end over the flight agreement
signed between LOT and Austrian Airlines. The daily
flights beginning 1 March between Vienna and Warsaw should
provide more reliable service than the "Chopin. Express"
trains that we have been depending upon since martial law
was declared in December.
4. With the assistance of our MBFR friends, we continued
our "observer" status at the weekly Plenary meetin s, this
month sending Associate Editor and STAT
Hungarian and Yugoslav monitors and L___SIAI
to the Thursday morning rounds in the Redoutensa,STAT
of the Hofburg. As a bonus to our close relations with
the MBFR delegation, Ambassador Staar has accepted an
invitation to visit us on 2 March. He is an avid consumer
of FBIS material and has said that he has looked forward
to visiting an FBIS bureau for some time.
B. Technical
modified one of our outgoing EXTEL RO printers so that a
number sign now appears on our outgoing copy before every
capitalized word. The copy looks a bit strange and takes
some getting used to, but at least we are now able to
monitor the teletyped copy for capitalization.
Personnel
1. Recruitment efforts continued this month as we sent
application forms to one of the Polish applicants tested
and interviewed earlier by London Bureau. In addition,
we remain in contact with our Yugoslav STAT

candidate who now works in Belgrade as a teacher, while
we seek to resolve a truly "Catch-22" situation of her
not being able to come here until she is offered firm
employment and the Embassy security officer not willing
to give her a preliminary field clearance until she has
established residence in Austria.
