MEMORANDUM FOR: Director, FBIS
THROUGH Chief, Operations Group
SUBJECT : Monthly Report--Abidjan Bureau--January 1982
An official U.S. Government trade and investment mission, headed
by Secretary of Agriculture John Block and Secretary of Commerce Malcolm
Baldrige, visited Abidjan from 10-12 January. The mission, which
included approximately 50 representatives of U.S. commercial enterprises
that do business abroad, was devoted to examining trade and investment
opportunities in Ivory Coast. The bureau's participation in the mission's
activities was limited but highly appreciated: We provided a Sony-330
receiver which enabled the mission's large contingent of NFL fans, in-
cluding Secretary Block, to listen to the San Francisco-Dallas playoff
game on Armed Forces Radio.
Monitorial/Editorial
Ghana continued to be the main focus of the bureau's attention
as Flight Lieutenant Rawlings moved the country in an increasingly
radical, pro-Libyan direction. The bureau mounted extra evening shifts
on the first two weekends of the month, providing signon-to-signoff open
watch coverage of Accra radio. After the radio returned to its pre-coup
pattern of carrying news only during scheduled casts, the open watch was
discountinued. However, the bureau has temporarily added to coverage all
scheduled newscasts. Among the major items processed were several Rawlings
speeches, names of the members of the ruling Provisional National Defense
Concil, and the new makeup of the country's cabinet. Throughout the month
the fullest possible service was provided to the U.S. Embassy in Accra,
which before the coup had not received FBIS material. In a message
asking the bureau to continue this service until further notice,
Ambassador Smith said: "The U.S. Mission Accra greatly appreciates
FBIS Abidjan's detailed coverage of Ghanaian broadcasts beginning with
the coup December 31. Your work is the equivalent of at-least one full-
time American position. In addition, we find the automatic permanent
record invaluable." During the month the bureau filed over 100,000 words
on Ghana alone, pushing the bureau file to a new record of over 252,000
words.

accompanied the well-known columnist James J. STAT
Kilpatrick, his wife, and his mother-in-law on a medical evacuation
from Abidjan to the U.S. Mr. Kilpatrick's mother-in-law suffered a
broken hip en route to Abidjan for the wedding of Mr. Kilpatrick's son,
an Army NCO assigned to the Defense Attache Office in Abidjan. STAT
returned to Abidjan on the 24th.
