Approved For Release 2008/03/31: CIA-RDP86-0004OR000100010009-5 MAB 207 2 March 1982 MEMORANDUM FOR: Director, FBIS THROUGH Chief, Operations Group SUBJECT : Monthly Report--Abidjan Bureau--February 1982 Student unrest during February brought an air of excitement tO Abidjan's normally tranquil atmosphere. On the 5th some 200 university students marched on the offices of the local newspaper, Fraternite Matin, in protest against articles on the decline in academic standards and widespread cheating at the University of Abidjan. On the 9th classes at the university were cancelled and about 100 students were arrested when they arrived at a local theater to attend a lecture on "Youth and Democracy in the Ivory Coast". The following day the university and other institutions of higher learning in Abidjan were closed, which sparked random acts of vandalism in various parts of the city. The government responded by closing primary and secondary schools as well, and released a communique on the 14th which blamed university lecturers for the problem, suspended their salaries and withdrew recognition of their union. Primary and secondary schools reopened on the 22nd, though the universities remain closed. Throughout Ivorian society there appears to be little sympathy for the students, whose education is heavily sub- sidized and who are perceived as an elite group with few grounds for complaint. By the end of the month the situation had become calm, and at no time have bureau or Embassy operations been affected. A. Monitorial/Editorial 1. The U.S. Embassy in Ghana has expressed concern about the increasingly anti-American tone taken since the 31 December coup led by Flight Lieutenant Rawlings. Noting this trend in a message to the bureau, the Embassy cited a processed Accra radio commentary on the possibility of Morocco granting the U.S. military transit facilities, which concluded that the U.S."has never been a friend of Africa and cannot profess at this stage to be one". The Embassy asked the bureau to pay "close attention to this kind of anti-U.S. broadcast until further notice in order to determine how strong the grounds for possible complaint to the authorities may be". The Embassy also noted that it finds the bureau's coverage of Ghana broadcasts "indispensable to our understanding of the situation here". During the month the bureau filed over 50,000 words from Accra radio. The Angolan news agency ANGOP, whose transmissions usually are limited to relatively short news reports rather than documentary material, demonstrated that it may become a source of lengthier items not available elsewhere as well. On the 11th the agency carried the 3,000-word text of a communique on the visit to Luanda of a Cuban delegation headed by PCC Secretary Jorge Risquet. Text of the communique was not carried by An olan radio or Cuban media. ANGOP continues to be a productive so'r{ice from which the bureau has filed over 20,000 words in both January and February. B. Technical On the 19th the bureau received from Headquarters three Extel printers, Watkins-Johnson receivers and demodulators. These will be used to expand the bureau's capability to receive press agencies monitorable in Abidjan. When installation is completed we will be able to monitor up to seven press agencies simultaneously, which will greatly increase the bureau's flexibility. A. B. Buildings and Grounds Air conditioning in a large part of the bureau's operations area went out on the 25th, when a 3-foot snake crawled into a com- pressor unit and became entangled in the fan, causing the motor to burn out. The unit was repaired the following day, after removal of the thoroughly diced reptile.
