MEMORANDUM FOR: Director, FBIS
THROUGH : Chief, Operations Group
SUBJECT : Monthly Report--Abidjan Bureau--April 1982
I. GENERAL
Carl Cundiff, deputy chief of mission-designate, toured the bureau
on 28 April. Mr. Cundiff will replace DCM Gerald Friedman in September.
Currently the Economic Counselor at the U.S. Embassy in Lagos, Mr.
Cundiff was familiar with the FBIS product but had never visited a
bureau. He seemed impressed with bureau operations and asked many questions
as he toured the facility and met the personnel on duty. He commented that
the process was interesting, that the monitors were obviously well trained,
and that the facility was impressive and unobtrusive. The bureau mission,
including our s the Ivory Coast Government, were fully explained
by Acting Chief STAT
A. Monitorial/Editorial
Several major speeches were monitored during the month, some of
which presented unusual problems. On the 19th, Nigerian President Shagari
asked the National Assembly for emergency economic powers to deal with the
country's mounting problems, which he blamed in part on Western attempts
to undermine OPEC. The speech -was carried live on Lagos radio. As the
bureau's communications link with TCU and the telex used as a backup
were both out, an advance FYI was telephoned to the Wire and tapes had
to be driven to the Embassy for relay, causing a delay in transmission.
Shagari also addressed the nation the?-following day. Communications had
been restored, but poor reception made the speech slow going, requiring
the bureau to remain open until 0200`:to clear it. A statement by Flight
Lieutenant Rawlings of Ghana on the 15th caused similar problems. Although
Accra radio announced several times during the day that Rawlings was going
to speak, a statement in his name was read instead by Secretary for
Education Ama-Attah Aidoo, whose quiet voice is far more difficult to
understand than Rawlings' clear, forceful diction. Again the bureau had
to stay late to complete processing.
B. Communications
The bureau's communications link went out STAT
on the 19th. The failure was caused by oxidized connections in a tone
transmitter link which operates the bureau microwave. The connections
were repaired the following day.

C. Lateral Services
At the request of the BBC News Bureau, the bureau provided
extensive priority coverage of the archbishop of Canterbury's visit
to Nigeria, from Lagos and Kaduna radios and from the News Agency of
Nigeria. Following the archbishop's visit, the News Bureau expressed
thanks for this "excellent coverage."
A. Personnel
French-English monitor (received a PSI on
the 18th, to FSN 3/2.
B. Buildings & Grounds
Bureau Engineer designed a new console unit to hold STAT
the bureau's press agency traffic. The unit, constructed by a GSO car-
penter, is cut to fit over the marble stairs leading into the editorial
room. It provides more room for bureau personnel working with the
newly expanded press rack, and lends a more professional appearance to the
operations area than the table it replaced.
