SUBJECT . Monthly Report--Abidjan Bureau--June 1982
I. GENERAL
On 14 June the French franc was devalued by nearly 5 percent against
the dollar. Since the local currency, the CFA, is directly pegged to the
French franc at 50 CFA to one franc, on that date the CFA exchange rate
jumped from about 315 to over 335 CFA to the dollar.:An'immediate benefit
of the improved exchange rate came on the 16th, when the bureau paid
rental advances of over $14,000 on two residences. This is slightly
over $1,000 less than would have been paid if the rent payments had been
made a few days earlier. In addition, as a result of the dollar's new
strength the COLA rate for staff employees promptly dropped from 15 to 10
percent.
Monitorial/Editorial
1. On 7 June, AFP's Africa beam in French announced that Former
Chadian Defense Minister Hissein Habre's Armed Forces of the North (FAN)
had taken control of Ndjamena. President Goukouni Oueddei, whose politi-
cal support among other factions had crumbled with the government's lack
of military success, fled to Cameroon, later seeking exile in Algeria.
The fall of the capital was not accompanied by control of the country,
however. Former Vice President Kamougue withdrew his forces to the
more prosperous south and called for negotiations. Habre announced a
new government and showed little indication of a willingness to bargain.
The bureau's coverage of this phase of the drawn-out conflict was
limited to AFP, which has correspondents in the country. Since Ndjamena
Radio's transmitter was destroyed during factional fighting in March 1980,
the station cannot be heard outside the immediate Ndjamena area. Primary
source material was available for a related issue, the withdrawal of the
OAU peacekeeping force. Th6 OAU force was made up of contingents from
Nigeria, Senegal and Zaire, all of which withdrew some or all of their
forces shortly after the capital fell.
2. Former Biafran leader Odumegwu Ojukwu returned to Nigeria from
a 12-year exile in the Ivory Coast to a warm welcome on 18 June. He had
been pardoned by President Shagari. The press agency NAN proved to be
the best source for reporting on his return, as Lagos radio seemed to
deliberately downplay the event. NAN covered all details of the return

extensively and objectively, including the fact that pickpockets were
active in the crowd. A number of items were filed at immediate pre-
cedence at the request of the BBC Newsbureau.

in during leave and that of the bureau chief.
