Monthly Report--Abidjan Bureau--July 1982. I. GENERAL On 3 August, the Acting Joint Administration Officer advised that the Embassy's FY-82 FAAS budget had been reduced by $40,000 by the State Department. All embassies in CFA countries had been so reduced because of the depreciation of that currency. Contributing agencies will receive their pro rata share of the reduction through their Washington headquarters. II. OPERATIONS A. Monitorial/Editorial 1. As U.S.- French relations deteriorated over the gas pipeline to the USSR and other issues, Paris Diplomatic Information Service proved to be a valuable source of statements by the French foreign minister. On 6 July, External Relations Minister Cheysson gave a speech to the National Assembly which was widely reported and evoked considerable consumer interest in Washington. The text of the address, however, was not carried by French commercial media. On 8 July, Paris Diplomatic Information Service transmitted the 4-take text of Cheysson's basic address and followed the next day with the 3-take text of answers which he gave to questions submitted by National Assembly members. Both were processed expeditiously and filed at immediate precedence in response to a Wire request. On the 23rd, the service carried the texts of Cheysson's announcement summoning the U.S. ambassador for consultations on bilateral relations, an interview in English to ABC News on bilateral relations and a similar interview in French with Paris Radio, only part of which was actually carried by'":the radio. 2. The murder of three judges and a retired Army officer provoked considerable controversy in Ghana. On the 3rd, Accra Radio announced that three judges had been kidnapped and were being sought. All media immediately condemned the act and Flight Lieutenaht Rawlings assured the judiciary that everything was being done to find the judges. The following day, however, Rawlings addressed the nation on radio and television and announced that the bodies of the three judges and the retired officer had been found on the Accra Plains and that an investigation team would be established to look into the matter. This did not impress the legal fra- ternity, however, Lawyers, hnd judges announced a work stoppage on the 6th. Despite a torrent of media comment supporting the government, Accra Radio did permit some time for nonsupporters. The radio reported an appeal Approved For Release 2008/03/31 : CIA-RDP86-00040R000100010004-0 1 1 Approved For Release 2008/03/31 : CIA-RDP86-0004OR000100010004-0 by Catholic bishops for policy changes on the 11th and on the 24th a statement by the Association of Recognized Professional Bodies calling for the Provisional National Defense Council to turn over power to a national unity government which would prepare for elections by next September. These, particularly the latter, were roundly condemned by all media and groups supporting the government. Rawlings himself responded to the criticism on the 29th with a 40-minute radio and television address to the nation defending his regime and blaming problems on "counterrevolution- aries" and the former regime. The bureau- remained open until.0300'.to .clear the speech. 3. Keeping track of what countries were attending the OAU minis- terial council meeting to prepare the organization's summit-.in-Tripoli, scheduled to begin 5 August occupied considerable bureau attention. Split over the controversial admission of the SDAR by the OAU secretary general, a number of countries refused to attend the meeting if the SDAR was present. Some also were reluctant to go because it was being held in Libya. The national radios of Guinea, Cameroon, Senegal (and Gambia) and Gabon carried statements saying their respective countries would not attend. AFP carried articles that Liberia would not attend, which was not reported by the radio, and the Ivorian president simply avoided the issue to both radio and press agencies even though it was well-known the Ivorians would not go. Zaire media were similarly mum. Lagos Radio carried a statement saying the country was going even though it was unhappy with SDAR's presence. As a result of the boycott, a quorum was never achieved and the success of the planned summit was put into question. 4. The ministerial council meeting was diverted by an attempted coup in Kenya against OAU Chairman Daniel arap Moi, who was scheduled to go to Tripoli for the summit to turn over the chairmanship to Libyan leader al-Qadhdhafi. AFP English carried the first report monitored':here and both the English and French beams provided on-the-scenes accounts from corres- pondents in the country. AFP was also actively monitoring the radio, help- ful because of EAU's temporary inability to get communications out of the country. The agency also provided reports on continuing problems in the country that local media failed to report. It was noteworthy that AFP's coverage was faster and more complete than Reuter's even though Kenya is a former British colony.
