SUBJECT : Monthly Report--Abidjan Bureau--October 1982
I. GENERAL
A U.S. Congressional delegation composed of Senators Mark Hatfield,
Thomas Eagleton and Paul Laxalt visited Abidjan from 21-23 October, as part
of a fact-finding tour of various African countries. Senior Embassy officers
briefed the Senators on current issues of concern to the Ivory Coast Govern-
ment on the afternoon of the 21st. At the conclusion of the briefing, Charge
d'Affaires Carl Cundiff introduced the members of the Embassy Country Team,
and while introducing the Bureau Chief he noted the services FBIS provides
the Ivorian Foreign Ministry. Senator Eagleton then asked a few questions
concerning the FBIS mission.
Monitorial/Editorial
1. Religious rioting broke out in northern Nigeria on 26 October. The
rioting began in the northeast city of Maiduguri and spread to Kano and
Kaduna before an uneasy calm was achieved at the end of the month. One
report from the News Agency of Nigeria indicated that upwards of 350 were
killed in Maiduguri. The current riots are reminiscent of religious
clashes in Kano in 1980 in which several thousand people reportedly were
killed. The bureau has filed some 8,000 words on the rioting, primarily
from NAN and Kaduna radio. The BBC External Services used bureau material
extensively in its coverage of the crisis for BBC World Service broadcasts.
2. The annual summit of heads of State of Africa and France opened in
Kinshasa on 8 October with addresses by Presidents Mitterrand and Mobutu,
both carried live on Kinshasa radio. Unfortunately, several breaks in
transmission and poor reception marred the processing of the Mitterrand
speech, which received the most news coverage for its alleged.'attacks
against the United States. Surprisingly, Paris Diplomatic Information
Service did not provide the text of the speech, although it did carry a
Mitterand interview with France- Inter which took place before the summit.
Details of "summit:.?activities were scanty as both Kinshasa radio and AFP
noted that relatively little discussion took place in open session. After
the summit, Mitterrand made the first visit by a French president to the
Congo since its independence and was warmly received. Brazzaville radio
carried a lengthy report on his predeparture press conference.

3. A survey of Africa No. 1, a powerful commercial station located
in Libreville, Gabon, was carried out in response to an FCS request. The
survey showed that the station's newscasts carry primarily foreign news
culled from AFP and it evidently-has no foreign correspondence of its own.
It did, however, carry a few original reports on Gabon, and two casts
daily were added to bureau coverage.
4. On 131October, BBC cruisers observed the Zaire press agency AZAP
transmitting on a new frecquency,10300'khz. The press service had not
been received in Abidjan for months and efforts through the U.S. Embassy
in Kinshasa to ascertain whether the frequency had been changed had been
negative. The bureau has resumed normal coverage of the agency.

Geoff Robertson, political correspondent with the BBC External
Services, visited the bureau on the 18th for a briefing on FBIS operations
in Africa. He is visiting several West African countries to determine the
feasibility of permanently locating a BBC correspondent somewhere in the
area.
