At a recent press conference, insurgent spokesman Gulbuddin Hekmatyar announced that a new resistance council had been formed to represent the resistance abroad and focus international attention on Afghanistan. The new head of KHAD, Lieutenant General Ghulam Faruq Yaqubi, is a confidant of former KHAD head Najibullah and will probably protect Najibullah's power base.
