SUMMARY OF OLYMPIC VICTOR
EXPLOITATION ACCOMPLISHMENTS
NOVEMBER 1984-APRIL 1985
Introduction
1. The Olympic Victor (U-2) Program over Central America,
initiated in March 1981, has four primary national intelligence
objectives:
? To monitor the military posture of the Sandinista armed
forces,
? To identify evidence of Soviet or Cuban military presence
or influence in Central America-especially in Nicaragua,
? To identify arms transfers to Nicaragua, and
? To identify activity associated with Salvadoran guerrillas.
This report summarizes the exploitation of 18 Olympic Victor
missions flown over Central America from November 1984
through April 1985. Included are exploitation accomplishments,
a mission chronology, listings of mission-derived products dis-
seminated by NPIC, two annotated Olympic Victor aircraft pho-
tographs in briefing-board format, six flight track maps, and two
priority target maps. (S
Exploitation Accomplishments
2. Intelligence derived from analysis and exploitation of
Olympic Victor imagery acquired from November 1984 through
April 1985 contributed significantly toward meeting program ob-
jectives. Detailed information on exploitation accomplishments
has been disseminated in several NPIC products; highlights of
these accomplishments are summarized below. (S
Nicaragua
3. Reaction of the Sandinista military to contra activity has
been of continuing interest. Deployments of Sandinista armor,
artillery, and troops along the Nicaraguan-Honduran border
were identified and monitored. In addition, draftee training
camps were identified, contra camps in Honduras and Nicaragua
were monitored, and assessments were made of military logistics
activit and of the Nicaraguan government resettlement program.
(S
4. Deliveries of arms and military equipment to Nicaragua
(Figure 1) and the movement of military equipment within the
country continued to be monitored. The progress of construction
at four major airfields was assessed. Several new facilities, includ-
ing an armor deployment area, a coastal surveillance radar site,
and a crude oil storage facility under construction (Figure 2) were
identified. Air defenses in the Managua area were summarized
periodically. (S~
El Salvador
5. In El Salvador, five new guerrilla camps were identified,
and assessments of the status of 12 guerrilla concentrations were
made for each mission flown over that country. (S/_~
Guatemala
6. Analysis of imagery from the single mission over Guate-
mala resulted in updated military intelligence and the identifica-
tion several new military facilities and construction projects.

Mission Chronology
7. Table 1 lists the date each mission was flown, the mis-
sion number, the track flown, and the percentage of clear imag-
ery acquired. Following the table are maps showing each of the
six flight tracks (Figures 3-8). ($
Priority Targets
8. Thirty-nine facilities in Nicaragua have been identified as
high-priority targets. Although adjustments are occasionally
made as activity at any given facility changes or as significant new
facilities are identified, the list has remained basically constant.
Assessments of these facilities, along with all significant activity at
other targets, are reported for each mission flown over Nicara-
gua. Table 2 gives the name and Basic Encyclopedia (BE) number
for each facility on the current priority target list, and the accom-
panying map (Figure 9) shows their locations. Similarly, in El Sal-
vador, 12 guerrilla concentrations have been identified as high-
priority targets. Table 3 lists the concentrations and their BE
numbers, and the accompanying map (Figure 10) shows their lo-
cations. (S
