Israel: Jewish Industry in the Occupied Territories
Summary
Since 1967 more than 300 Jewish-owned and operated
industries have located in the Israeli-occupied territories
(Golan Heights, Gaza Strip, West Bank, and East Jerusalem).
Although the output of these plants is small compared with total
Israeli, and even West Bank, industrial production, their
ownership and location within the territories gives them a
special significance. The as yet undefined legality of US
involvement in these industries (including military contracts,
purchases of manufactured goods, business investment, and firms
locating in the territories) lends added importance to this

Israel: Jewish Industry in the Occupied Territories
Background
Israeli Government support for their presence is the prime
reason industries have been introduced into the territories.
Like settlement housing, and related agriculture, road networks,
and electric and water lines, industries are "facts on the
land." Israelis who oppose territorial compromise argue that
building more permanent structures and infrastructure in the
territories will make them harder to give up. Industry also
provides nonagricultural settlements with an economic basis.

A second cause for the movement of industries to at least a
portion of the territories is the proximity of western Samaria to
Israel's expTnding industrial agglomeration and markets centered
on Tel Aviv' Western Samaria has locational advantages over
more distant development areas in the Galilee and the Negev. An
example is the Adereth Textile Company, which will gradually
shift its spinning facilities from its Herzliyya plant to its new
$9 million plant in the Qarne Shomeron Industrial Zone.
Current Status
Presently, 62 of the 213 residential settlements boast at
least one industry (maps and appendix). Of those with no
industry, 32 produce some agricultural products, while the
remainder have no apparent means of internal economic support
besides services. In addition, the territories contain six
industrial zones separate from residential settlements--Erez
Industrial Zone in the northern Gaza Strip, Qazrin Industrial
Zone in the central Golan Heights, 'Atarot Industrial Zone north
of Jerusalem, Mishor Adummim Industrial Center east of Jerusalem,

and Ari'el and Qarne Shomeron Industrial Zones in Samaria. The
industrial zone at Qarne Shomeron has been open for only two
years, and the Ari'el Industrial Zone near Barqan remains under
construction, but the other four industrial zones, together with
the industrial facilities in Qiryat Arba', account for 55 percent
of all Jewish industries in the territories.
For the most part, these industries are small workshops
employing less than 15 workers each. Many are metal or carpentry
shops. More recently, however, high-tech industries in such
fields as computers, electronics, and optics have located in the
territories. These industries take advantage of the settlers'
generally high levels of education.
Israeli industries in the territories employ approximately
3,500 workers. Of this number, about 2,000 are settlers (about 7
percent of the adult male settler population) and most of the
remaining workers are local Arabs. However, because these
industries are viewed ideologically as part of the Jewish
presence in the territories and are intended to provide work for
the settlers, plans call for a reduction in the percentage of
Arabs in the work force. At least one settlement--Qedumim--
recently prohibited permanent employment of Arabs in its
industries.
Plans
The government five-year plan for 1987 and the 20-year plan
for 2015 call for increased industry in the territories.
However, unknowns such as the professional profile of the future
settler population and changing market and economic priorities
make industrialization planning uncertain. In addition, such
institutional planning is nonbinding on entrepreneurs.
Nevertheless, the plan for 2015 calls for 108,000 workers (21
percent of them Arab) in Israeli industry on the West Bank. The
more realistic 1987 plan calls for an increase of 700 employees
in the West Bank, half of whom are to be located within
settlements established since 1983.
The long-range Israeli plan would require massive capital
inputs and may be unrealistic based on Israel's current economic
problems. Moreover, the plan assumes a continued increase in the
settler population, which in itself calls for added investment.
Although neither the short-term nor the long-term plans are
likely to be met, more Israeli industry will continue to locate
beyond the 1967 border as long as the present government policy

Under the provisions of the 1979 memorandum of agreement on
procurement and cooperative research and development, Israeli
firms are authorized to bid competitively on some Department of
Defense contracts. Since certain Israeli firms have subsidiaries

and subcontractors in the territories, it is possible that
certain products and services contracted by the United States
Government originate in Israeli industries in the territories.
According to the US Embassy in Tel Aviv, in 1983 several parts
for the US Army OH58 helicopter were being produced in the
'Atarot Industrial Zone as part of a contract with the Bedek
Aviation Division of Israel Aircraft Industries. There are
possible legal grounds for prohibiting performance of Department
of Defense contracts in the territories, but these have yet to be
defined in enforceable regulations.
Several American companies have set up subsidiaries in the
territories. These include Visco Visual Systems Corp., Makor
Chemicals Ltd. (a subsidiary of Sigma Chemical Co., St. Louis),
and Wella Intercosma Ltd. (a subsidiary of the Wella Corp.,
Englewood, New Jersey). The General Bearing Co. plans to
establish a machine bearing seals plant in Mishor Adummim
Industrial Center. In addition, American firms are investing in
Israeli industries in the territories, including Micro-Sab, Ltd.,
of Allon Shevut and Du-Qeren, Ltd., of Qarne Shomeron. At
present, US commercial activity in the territories is not
prohibited. However, such activity may be perceived as a form of
economic assistance to the settlements, and if publicized, would
probably become another sore point with local Arabs and Arab
governments.

Appendix
The following table lists all known Israeli industries in
the territories by location. Most of the data have been obtained
from field research and open sources, including two Israeli
industrial guides. Although this is the most complete listing of
its kind available, it is by no means complete. We believe that
as many as 80 industries in the settlements with high industrial
concentrations--most notably in the Mishor Adummim Industrial
Center--may be missing from the list. In addition, even when the
sources revealed the products manufactured in many of the smaller
settlements, they did not always give specific company names.
Finally, as more industries are established in the territories,
the listing will require continued updating.
