SUBJECT . Your Current Interest in Central America

1. I propose that we proceed as follows: In response to your re-
quest, DDI specialists are preparing a fresh analysis of the situation
in Honduras and of Central American regional negotiating strategies.
This will be a quick assessment (to you by Thursday afternoon) of the
major strengths and vulnerabilities of the Suazo government, and of how
Honduras might be affected by regional negotiations.
2. I recommend that we also proceed with the SNIE, "Short Term
Prospects for Central America," the terms of reference of which you
have seen. We will have a draft ready for coordination with NFIB rep-
resentatives on 8 June, with the intention of issuing the estimate by
11 June. of my staff, will be the principal drafter, re-
lying on important con ributions from the DDI.
