20 Feb Nicaraguans propose five point plan to reduce
tensions in the region. (NYT)
21 Feb Mexican President Lopez Portillo in Managua announces
a major new peace proposal. Includes a peace plan
for El Salvador and a three point initiative for
reducing tensions between Nicaragua and the U. (WP)
7 March Haig meets with Castenada in New York for 2.5
hours. (NYT)
14 March Haig and Castenada meet again in New York for 1..5
hours, and the US gives Mexico the go-ahead to
propose that Nicaragua and Cuba stop aiding
Salvadoran guerrillas in exchange for guarantees
against intervention by US or its neighbors. (NYT)
17 March Salvadoran guerrilla leader "Lt. Col. Martell" pays a
secret visit to Lebanon and meets with Yasir
Arafat. In press conference, he says, "We are
prepared for a'dialogue as much as we are prepared to
fight." The Salvadoran reportedly spent 10 days with
the Palestinians. (NYT)
Colombian President Turbay reportedly calls for an
inter-American naval force to block the flow of arms
from Cuba and Nicaragua to guerrillas in Ka l vador and
other countries. ( NYT 18 Mar)
18 March President Turbay appears on TV news to clarify NY
Times story that appeared that morning. He claims
that he was only discussing the provisions of the Rio
Treaty and that what he really meant was that he was
concerned about was the penetration of Colombia by
guerrilla groups that have rp support from
Nicaragua and Cuba. STAT

NY Times reports that Brezhnev and Gromyko have
expressed their support for Mexican peace plan.

with Mexican President Lopez Portillo in Mexico to
present him with a copy of the statement Nicaragua
plans to make before the UN Security Council and to
reiterate Nicaragua's support for the Mexican peace
