Meyer Vice Chairman, National Intelligence Council SUBJECT : NIC Activity Report for 12-16 December 1983 I. DCI/DDCI-Assigned Tasks NIO/AL (David Low) attended a SIG on international economic policy for the DCI and also participated in a senior long-range planning conference with the DCI, DDCI, C/NIC, and Community principles. NIO/AL (Lincoln Gordon) prepared a memorandum for the DCI on problems of potential "rapid warfare" with Cuba following the initiation of Radio Marti. NIO/GPF (MG Ted Atkeson) prepared a speech for the DCI and accompanied him to the US Army's Command and General Staff College at Fort Levenworth, Kansas, where the DCI delivered the Omar N. Bradley Lecture to selected students and faculty members. NIO/Narcotics (David Gries) reviewed 1983 developments with the DCI and members of the community narcotics core-group. He also attended a meeting of the Executive Board of the National Narcotics Border Interdiction System for the DDCI. II. Interagency Papers NIO/Africa (Montgomery Rogers) initiated a typescript on the Horn of Africa for an IG meeting on 20 December. NIO/LA (John Horton) conducted coordination meetings throughout the week for an IIA on Grenada and began work on a vulnerability assessment of Nicaragua. Estimates approved at NFIB on 14 December: SNIE 82.1-2-83: Near Term Military Prospects in El Salvador Fast-Track NIE 11-7-83: Soviet Energy Prospects into the 1990's NIE 11-12-83: Soviet Military Technology and Research and Development III. Of Special Interest This Week NI0/AF and A/NIO/AF met with community referents for informal discussions on Africa. NIO/AL (Hal Ford) met with NPIC and OIA officers for discussions on the question of Soviet support for terrorism, and with 0GI met with Ambassador Dugan to begin planning for the mid-January WARC preparatory conference in Geneva. NIO/AL (David Low) participated in discussions on a technical evaluation of Argentina's uranium enrichment capa at a meeting ittee of the Joint Atomic Energy Intelligence Comm A/NIO/AL briefed OTE's Scientific/Weapons Intelligence Course for opera ions officers on the inter-relationships area l . ear of intelligence and policy in the nuc NIO/LA, with C/LAD, attended a meeting chaired by Assistant Secretary of State Motley for discussions on policy in Central America; with NI0/NESA, attended a meeting at State with the Policy Planning Staff; and, with A/NIO/LA, briefed OAS Ambassador Middendorf on Mexico. NI0/Narcotics hosted a luncheon for the community narcotics core- group. He also rev ewe e ff ; estimates process and problems with the Defense Estimates Sta 25X1 25X1 NIO/SP, with briefed the Strategic Forces Subcommittee of the Senate Armed Services Committee on Soviet ABM and laser developments at hearings for the President's Strategic Defense Initiative; and with attended interagency meetings on verification findings prior to next week's NSC meeting on arms control compliance. NIO/SP also met with the Deputy Director of the USAF's National Strategic Target List to discuss findings of a recent estimate on Soviet strategic forces; was briefed by Navy scientists on non- acoustic ASW; and briefed the Scowcroft Commission on Soviet ABM and laser developments. NI0/S&T and the Chairman, STIC briefed the estimate on Soviet military technology and research and development to the President's Science Advisor, the Assistant Chief of Staff of the USAF, and the Deputy Chief of Staff for (USAF) Research, Development, and Acquisition. Nrn/USSR-EE arranged a community seminar discontent; with the A/NI0/USSR-EE, met the new Ambassador to Czechoslovakia, William Luers; and attended discussions between DDI analysts and Ambassador to Yugoslavia Anderson. A/NI0/USSR-EE, with of the NIC/AG, met with USAF Lt. General Tighe (retired to intelligence officials NIO/WE, with NIO/USSR-EE and A/NI0/USSR-EE, met with US INF Delegation Deputy Chairman Michael Glittman. NIO/W hosted a visit and briefings by two officials of the Los Alamos National Laboratory; with the A/NI0/W, visited CENTCOM and REDCOM at McDill AFB for briefings on missions and functions of the Commands. He also spoke at McDill on NIC warning goals, progress, and programs. IV. Future Activities (Nothing of special interest to report at this time.)
