DCI/DDCI-Assigned Tasks Chairman, NIC and NIO/Latin America provided the DCI with written comments on a State-produced draft on Central America for a SIG meeting on 23 June. NIO/Political-Paramilitary Threats produced a comprehensive analysis of Central American trends and strategy alternatives for the DCI's use at an NSPG meeting and a separate paper for the DCI's use at a White House legislative strategy group meeting. Acting NIO/Africa prepared talking points on Chad for the DCI's use in his weekly meeting with Judge Clark. A/NIO/Latin America prepared talking points for the DCI's briefing for Vice President Bush. NIO/Near East-South Asia prepared talking points on Lebanon for the DCI's use in an NSPG meeting, and he participated in a working breakfast with the DCI Deputy Secretary of State Dam, Ambassador Habib and others to discuss US policy moves on the Middle East. II. Interagency Papers VC/NIC (C. Waterman), assisted by NIO/LA, A/NIO/LA, NIO/GPF and others, participated in several meetings on and in drafting sections of a fast-track Vulnerability Estimate on the Nicaraguan insurgency that is to be presented to NFIB next week. III. Of Special Interest This Week C/NIC met with the Defense Policy Board (with Undersecretary of Defense Fred We and Deputy Secretary Thayer); principal topics were exploitation of Soviet vulnerabilities in Eastern Europe, followup to the President's "star wars" speech, and Soviet power projection. VC/NIC (Waterman), accompanied by NI0/Economics, NIO/Near East- South Asia, and NIO/Strategic Programs, met with Stephen Bosworth of State's Policy Plans and his councilors to discuss the international debt problem, the Near East, and Soviet potential SALT violations and our ABM estimate respectively. met with Alfred Kingon, Assistant Secretary of Commerce for International Economic Policy, and his five deputies to discuss the recently-issued NIC Memorandum on trade portectionism. Acting NI0/Africa participated in a meeting of the State-chaired Economic Working Group on Africa to plan new studies on African countries meriting US attention; NIO at Large (H. Heymann) prepared an intelligence update and talking points on CW/Toxin Use for Secretary Shultz' trip to the ASEAN countries; and he gave a presentation on the intelligence role in foreign policy to a FEMA conference at Governor's Island, NY. NIO At Large (D. Low), accompanied by A/NI0/AL met with Assistant Secretary of Energy Herman Roser and other DOE officials involved in nonproliferation issues; and met with Intelligence Producers Council and IC Staff officials concerning long-range planning for the Intelligence Community. NI0/East Asia participated with DI/OEA officers in briefing Adm. Howe, director at State's P/M bureau, on the Philippine insurgency; attended a Carnegie Endowment seminar on US-Japan trade problems; and discussed Secretary Shultz' trip to Asia and China matters with the DCI. SECRET O NI0/General Purpose Forces continued his participation in the "Proud Prophet" wargame at the National Defense University, playing the role of the DCI; and, together.with his assistants briefed US Ambassador to NATO David Abshire on intelligence support to US and NATO forces, East European military reliability, Warsaw Pact force readiness, and other issues. NI0/Latin m . John Negroponte (Honduras) attended meetings at State and a e o n uentral merica; an together with A/NIO/LA, briefed the Senate Appropriations Committee on El Salvador. NI0/NESA discussed Middle East issues separately with NIC consultant senior NSC Staffer Geoffrey Kemp, and NIC consultant NI0/Political-Paramilitary Threats participated in meetings of the White House Central America Communications Group (chaired by Amb. Whittlesey; briefed Amb. Kirkpatrick and Undersecretary of State William Schneider; met with Amb. Negroponte: and met for unclassified NI0/Strategic Programs, along with NI0/S&T, met with andl ~ to discuss their work on Soviet non-acoustic ASW and the Intelligence Community-Navy differences on this problem; briefed the DCI's STAP on the NIE 11-3/8 treatment of Soviet non-acoustic ASW, reasons for our change in view, and the history of the problem in NIE 11-3/8; and, together with OSWR officers, gave briefings on the Soviet ABM estimate to the Standing Consultative Commission headed by Gen. Ellis and to the Technology Working Group for NIO/S&T attended the periodic meeting of the DCI's STAP and started up the working group focusing on drafting the Soviet R&D estimate. IV. Future Activities Chairman.
