1. The attached mock-up warning assessment was prepared in response to
your guidance to proceed with the project proposed by Harry Cochran.
2. This was prepared with some haste so it would reach you before your
departure. Given more time we might have experimented with some lay-out
alternatives but I ask you now merely to focus on the substantive content.
3. The objective of this exercise is to find an appror,riate vehicle and
format for integrating the results of the monthly HIO warning meetings into a
coherent warning assessment that projects several months in aevance. That
leads to questions of. level of detail for each subject treated and the scope
and.brevity of treatment. It also raises the question of whether this should
be a DCI assessment, as indicated on this mock-up or the NIO warning ~,
assessment. In any event, I would recommend that we consider this proc,.t as
a supplement to the individual NIO warning assessments ard not as a
replacement for those individual reports.
4. We will be prepared to discuss this in more-detail and other
alternatives upon your return.
