SUBJECT : NIC Activity Report, 12-15 October 1982
I. DCI/DDCI-Assigned Tasks
NIO/NESA attended an NSC meeting on Lebanon with the DCI on
15 October.
At the DCI's request, NIO/LA provided talkin points on the
situation in Mexico for the DCI's
meeting with Judge Clark.
NIO/AF briefed Deputy Assistant Secretary of State Frank Wisner and
Don Gregg of the Vice President's staff on the DCI's
trip.
II. Interagency Papers
The NIE (formerly IIM) on Soviet ballistic missile defenses and the
SNIE on INF deployment in Europe were approved at NFIB on 13 October.
The draft NIE on Soviet naval programs and the draft IIM on Soviet
ground forces readiness are still on track for review at the next NFIB
meeting. The draft NIE on US-Japanese economic relations should also be
ready by then.

III. Of Special Interest This Week
C/NIC attended portions of this week's Defense Science Board
meetings. A featured subject was the 0 report on the proposal for
closely-spaced basing of the MX missile. This was also discussed at the
dinner meeting on 14 October which Secretary Weinberger and Judge Clark
attended. 0 and others were skeptical of the effectiveness of the
close-spacing concept.
C/NIC, along with NIO/Western Europe and NIO at Large Hans Heymann,
participated in "Epsilon II," a JCS-run politico-military simulation at
the Pentagon this week. (The game was initiated by a simulated Libyan
attack on NATO bases in Italy and centered on the problems of organizing
an Alliance response.)
VC/NIC and NIC/AG Director Hal Ford attended the luncheon for
visiting university presidents on 13 October.
The NIOs received a briefing from the Director of NPIC on its
operations and functions.
NIO/East Asia arranged a meeting NSC
staffer Gaston Sigur, and DOD/ISA Deputy Assistant secreta-ry-Armitage on
the political crisis in Japan.
NIO/General Purpose Forces hosted the visit here on 15 October of
Gen. Roscoe Robinson, Jr., USA, the senior US military representative to
NATO's Military Committee.
NIO/LA also had conversations during the week with US Ambassadors
Hewitt (to Jamaica) and Oritz (to Peru).
NIO/Narcotics chaired a meeting that revised the National HUMINT
Collection Plan on narcotics; briefed HPSCI staff director Lattimer on
CIA's narcotics program; and met separately with Assistant Treasury
Secretary for Enforcement Walker, DEA Assistant Administrator for
Operations Health, and US Ambassador to Jamaica Hewitt regarding
coordination in the Intelligence Community on narcotics.
NIO/Near East-South Asia provided several memoranda and. talking
points to the DCI on the status of Phase II withdrawals of foreign
forces from Lebanon and on Pakistani nuclear issues. A/NIO/NESA
provided the DCI with a memo on the status of planning for US Naval
exercises near the Libyan coast.

NIO/Strategic Programs briefed the Defense Science Board on Soviet
strategic force programs and the findings of the ABM estimate.
IV. Future Activities
C/NIC and several NIOs will be participating-at various times in
the Third World Intelligence Seminar at State op 21.and 22 October.
