MEMORANDUM FOR THE DIRECTOR CF CENTRAL INTELLIGENCE:
Subject: Minutes of 9th Meeting of the N.I.A.
1. The term "strategic and national policy intelligence"
has caused confusion because -

(a) It in effect joins two types of intelligence,
and
(b) The word "strategic" as used in the combined
term was not intended to convey the same mean-
ing which usage in the services intended it
should convey when employed alone in connection
with military intelligence.
2. It is believed that the definition as written in
subject paper applies more appropriately to "national policy intel-
ligence" or merely "national intelligence".
3. It is recommended that consideration be given to amend-
ing this definition by striking out the first two words "strategic and"
or by striking out the first, second and fourth words "strategic and -
policy", and by changing the last sentence to read as follows:
"It is -~h& political-economic-military ibi-e&
in scope, including such strat ric data as is
necessary, of common concern to more than one
agency, must be objective, and transcend the
the exclusive competence and responsibility
of any one department, except such operational
intelligence as may be required bZr the__armed
services."
4. It is recommended that this matter be referred to ICAPS
for study and placed on the agenda for discussion at the next meeting of
the Intelligence Advisory Board.
