Directive - Coordination of Intelligence Production", (Enclosure A), be circulated for consideration of the Intelligence Advisory Board at its next meeting. There is also enclosed the proposed N.I.A. Directive - "Coordination of Intelligence Production" (Enclosure B), as approved by the Intelligence Advisory Board at its 13th Meeting, and amended by that Board at its 15th Meeting. The following overall policies and objectives are established for the coordination of the production of intelligence. 2. in order that all facilities of the overnment may be utilized to their capacity and the responsibilities of each agency may be clearly aelined in ac- corda ;ce with its mission, dominant interest, and capabilities, Use whole field ci intelligence production is divided into the following four categories, and responsibilities are allocated as indicated: a. Basic Intelligence Basic intelligence is that factual intellig once t~nich results from the collation of encyclopedic information of a t or static nature and general interest h, as a result of evaluation and interpretation, is caeter- mined to be the best available. (2) An outline of all basic intelligence required uy he Government shall be prepared b, the CIG in collaboration with the appropriate agencies. This outline shall be broken down into chanters, sections, and subsections which shall be allocated as production and maintenance responsibilities to CICI and those agencies of the Government which are beat qualified by reason of their intelligence requirements, pro- auction capabilities, and dominant interest to assume the aroIuction and maintenance responsibility. (3) H hen completed, this outline and tentative alloca- tions of production and maintenance responsibilities shall be submitted for NIA approval and issued as an implementatio n of this Directive. (4) This basic intelligence shall be compiled and con- tinuously maintained in National Intelligence purveys to cover foreign countries, areas, or broad special sub-acts as appropriate. The Natirnal. Intelligence surveys will be dis- seminated in such form as shall be determined by the Director of Central Intelligence and the agencies concerned. (5) The Director of Central Intelligence shall be re- sponsible for coordinating production and maintenance and for accomplishing the editing, publication, and dissemination of these National Intelligence Curveys and shall make such requests on the agencies as are necessary for their proper development and maintenance. (6) Departments or agencies to be called on for contri- butions to this undertaking may include agencies other than those represented permanently in the IAB. b. Current Intelligence (1) Current intelligence is that spot information or intelligence of all types and forms of immediate interest and value to operating or policy staffs, which is used by t.em usually without the delays incident to complete evalu- ation or interpretation. (2) The CIC and the several agencies shall produce and disseminate such current intelligence as may be necessary to meet their own internal requirements or external responsibilities. Directive 47o. 1 and the principle of informing all who need to knot, c. Staff Intelligence (1) :staff intelligence is that intelligence prepared by any department or agency through the correlation and inter- pretation of all intelligence materials available to it in order to meet its specific requirements and responsibilities. (2) 'each intelligence agency has the ultimate responsi- bility for the preparation of such staff' intelligence as its on department shall require. It is recognized that the staff intelligence of each of the departments must be broader in scope than any allocation of collection responsibility or recognition of dominant interest might indicate. In fact., the full foreign intelligence picture is of interest in varying degrees at dif- ferent times to each of the departments. (3) Any intelligence agency, either throng?. the Director of Central Intelligence or directly, may call upon outer ap- propriate agencies for intelligence -which does not fall within its own field of dominant interest. Such requests shall be riade upon the agencies in accordance with their production capabilities and dominant interest. (i) As a part of the coordination program., the Director of Central Intelligence will seek the assistance of the IA4 intelligence agencies in minimizing the necessity for any agency to develop intelligence in fields outside its dominant interests,, (5) The GIG and the agencies shall, for purposes of co- ordination, exchange information on projects and plans for the production of staff intelligence. Strategic and National Policy Intelligence (1) Strategic and National syolicy Intelligence as defined by the NIA shall henceforth be know by the short title "National Intelligence." (2) The Director of Central Intelligence shall procnio? and disseminate national intelligence. (3) The Director of Central Intelligence shall plan and develop the production of national intelligence in coordina- tion with the IAB agencies in order that he may obtain from them within the limits of their capabilities the departmental intelligence Mulch will assi-_~t him in the production o2 national intelligence. (4) The Director of Central Intelligence stall by agree- ment with the pertinent agency or agencies request and receive such special estimates, reports, and periodic briefs or sum- maaries prepared by the individual departments or agencies in their fields of dominant interest or in accordance witn their production capabilities as may be necessary in the production of intelligence reports or estimates undertaken mutually. 3. The research facilities required by any agency to process its own current and staff intelligence shall be adequate to satisfy its individual needs after taking full cognizance of the facilities of the other agencies. ~aaach agency shall endeavor to maintain adequate research facilities, not only to accomplish the intelligence production tasks allocated to it directly under the foregoing provisions but also to pro- vide such additional intelligence reports or estimates within its field of dominant interest as n y be necessary to satisfy the requirements of the other agencies under such allocations. For the purposes of intelligence production, the following division of interests? subject to refinement through a continuous program of coordination by the Director of Central Intelligence, shall serve as a general delineation of dominant interests: Political, Cultural, Sociological. N C L 0 S U R E CO11MENTS BASIC INTELLIGENCE - Suggest that the definition end at the words "general interest." Inherently the phrase carries no connotation of being the "best available;" any such evaluation would have to be conveyed by additional annotation, CURRENT INTELLIGENCE - The word "spot" is journalese, if not slang, in the sense in which you have used it. "Current" seems the logical word but would be tautological in your definition; "new" or "recent" might serve. Do you not somewhat deny your own definition of intelligence when you omit evaluation and interpretation of information? I suggest you simply delete the word "spot" and after the word intelligence insert "comma known to be up- to-date comma" and delete all after the word "staffs." .TLEF INTrrLLIGENCE - Suggest delete the word "process." After. "to meet" change "the" to "its" and delete "of the department or agency concerned" so that it would read: "Intelligence prepared by any department or agency through the correlation and interpretation of all intelligence materials available. to it in order to meet its specific requirements and responsibilities."
