MEMORANDUM FOR IECORD
No action was taken on the attached letter to Mr. Bailey of
29 March 1946 and signed by Admiral Souers, then Director of the
Central Intelligence Group, in view of the fact that the Justice
Department withdrew their request to publish the contents of the
President's letter of 22 January 1916, as an Executive Order
since that letter appeared in the Federal Register.
