1. I was "authorised and directed' by paragraph 3 of VIA Directive
No. 5 "to act for this Authority in coordinating all Federal foreign
intelligence agencies relating to the national security to insure
that the overall policies and objectives established by this Authority
are properly implemented and executed. w
29 My interpretation of the several NIA Directives and of the
discussions which have taken place at NIL meetings has been that the
Authority desires a complete and thorough coordination of the intelli-
gence activities of the four intelligence agencies of the Government
(State, G-2, A-2, and ONI). I believe that the objectives are to
insure complete coverage in the intelligence field to eliminate dupli-
cation (by which I do not mean an elimination of a beneficial overlap),
and to bring about integration of effort which will result in the
production of "strategic and national policy intelligence" of the
highest possible caliber.
3. In our attempt to implement these 'policies and objectives,"
the Central Intelligence Qroup has held innumerable meetings with
representatives of the four intelligence agencies, both at the policy
and working level.
4. I regret that I now find it necessary to report to you that
we are not meeting with that cooperative spirit without which, in my
opinion, we cannot accomplish the President's desire "that all federal
foreign intelligence activities be planned, developed, and coordinated
so as to assure the most effective accomplishment of the intelligence
mission related to the national security." In the belief that this may
be the result of a lack of clearljQlelined policy, I as preparing for
subaission to you through the lAB proposed specific policies and objectives
which you must formally and specifically establish before further con-
structive progress can be made.

5. It appears that certain of the agencies are interpreting too
broadly, perhaps with selfish motives and most certainly not with
constructive ideas of coordination or economy, the President's
statement that the existing intelligence agencies of your departments
will continue to collect, evaluate, correlate, and disseminate depart-
mental intelligence."
6. I will propose that each of the four intelligence agencies have
delineated for then by the National Intelligence Authority their
particular "departmental intelligence* and primary responsibilities,
and that they be directed to discontinue those activities which are
thus allocated to another agency and can best be performed, in the
national interest, by that other agency on its behalf. This would
not preclude the analysis by any agency of another Wency' s intelligence
reports in the preparation of its owm estimates. Nor mould this
prevent the oollection by any agency of material not in its field
since I am of the belief that all foreign representatives, whether
they be from State, War or Navy, should not only feel free, but even
be urged, to keep their eyes and ears open at all times for all
information affecting the national security. However, they should
have specific directives telling then of those fields on which they
will concentrate and the manner in which they will integrate their
activities with other field representatives.

8. In additions there is an important area in the intelligence
