1. Although not fully knowledgeable of all that has trE epired,
I am much concerned about this proposed draft. The President's Beard

their rec tion was more subtle and contained an implied criticism
of CIA's failure to provide more efficient and agpessive lee era a.lp

a draft such as this to the President's Board I Would consider strongly
