Approval of Minutes 15 March 1955 Meeting (IAQ-M-187) 16 March 1955 Meeting (IAC-M- 188) 18 March 1955 Meeting (IAC-M- 189) Approved as written. The Chairman noted with appreciation the prompt establishment of the IAC Current Intelligence Group for the Formosa Straits Problem pursuant to the action of the IAC on 18 March. Organized on 19 March, the group began issuing daily reports on 21 March. 2. Quarterly Revision of the Program of National Intelligence Estimates (ONE Memorandum dated 23 March 1955) Approved. An addition to the program was noted, namely NIE 100-4/ 1-55 "Morale on Taiwan, " undertaken at the request of the Department of State. 3. Current Situation and Probable Developments in Hungary (NIE 12.5-55) Approved as'amended. Coordination of Intelligence Activities Regarding the Formosa Straits Situation (IAC-15-91 /2, 28 March 1955) Action on this paper was deferred pending further study by the members. The Chairman requested that, if possible, the members make their views known before the next meeting, scheduled for 12 April. He ascertained that the FBI and AEC members did not have an immediate interest in the matter but would be kept .advised. It was agreed to change the word "could" to "should" in the third sentence of paragraph 6b and to reference DCID 5/1 in paragraph 7a. 6. Comments of Admiral Stump on NIE 100-4-55 The Chairman read the comments of Admiral Stump on a summary of NIE 100-4- 55 "Communist Capabilities and Intentions with Respect to the Offshore Islands and Taiwan through 1955, and Communist and Non-Communist Reactions with Respect to the Defense of Taiwan" which CIA had circulated to the field. He directed the Secretary to provide the members with copies of the summary and of Admiral Stump's comments thereon. At 1205 the Chairman requested the members to remain for an Executive Session. Following a discussion of certain aspects of the Offshore Island situation, it was agreed that the IAC Current Intelligence Group for the Formosa Straits Problem would hereafter produce weekly a roundup of events designed to provide reader continuity. As noted in the minutes above, the next meeting of the IAC is scheduled for 12 April at 1045. 2. No objections having been raised by a member, the Secretary has authorized that the following estimates be released to USIA: NIE 100-4-55:" Communist Capabilities and Intentions with Respect to the Offshore Islands and Taiwan through 1955, and Communist and Non-Communist Reactions with Respect to the Defense of Taiwan" 3. Unless objection is raised by a member at the next meeting of the IAC, the Secretary proposes to release to USIA, NIE 12. 5-55 "Current Situation and Probable Developments in " 4.
