Report on Ins p ection Problems Involved in Possible US-USSR Agreement Banning Production and Deployment of Long Range Ballistic Missiles (IAC-D-119/l, 3 July (Limited Distribution); IAC-D-119, 26 May; IAC-M-343, item 4) The Chairman noted that this was a technical paper which had been prepared by an ad hoc group of experts, including a number of individuals outside of the intelligence community, that the 1 tper fic request by the Department of State. The members concurred in this suggestion. During the course of the discussions Mr. Cumming expressed the appreciation of the State Department for the work done by the working group, stating that the paper was very useful and would satisfactorily meet the Department's requirement. With .respect to the question of further studies of this problem (paragraph 3,. page 3), Mr. Cumming noted that the Department did not contemplate requesting such additional studies at this time. In his comments, General Schweizer emphasized that certain statements in the report (e. g.. paragraph 4 c) should be treated with caution and read only in the context of the entire report, since their validity depended on the extent to which many pertinent factors had been considered. Following their exchange of views the members noted the Chairman's statement that he would forward this report to the State Department with a letter of transmittal drafted in the light of this discussion. Dr. Allen expressed his thanks to those individuals, both in Washington and in the field, who had assisted in the preparation of this report. 4.
