SUBJECT: Recommended Revisions of National Security
Council Intelligence Directives
Reference: IAC-M-360, 9 September 1958, item 4
1. Attached is a copy of a memorandum from General Cabell to
the Executive Secretary, NSC, bearing on steps which were taken
pursuant to NSC action No. 1978 on the draft revised NSCID No. 1.
As you will. recall, General Cabell advised at the last IAC-USCIB
meeting that he proposed to forward such a recommendation to Mr.
Lay with a view to finalizing NSC action on the revised NSCIDs.
2. This matter, including any further pertinent information we
may receive from the Executive Secretary, NSC, will be discussed
as the first item of business at the joint IAC-USCIB meeting scheduled
for 16 September.

As directed in your two memoranda of September 2, 1958 I have
discussed National Security Council Intelligence Directive No. 1
with representatives of the Bureau of the Budget.
The Conference resulted in an explanation of the application
of paragraph 2. a. following which the Bureau of the Budget with-
drew its recommendations relative to any change in that paragraph.
This has been confirmed by a letter to the Director of Central
Intelligence from the Director of the Bureau of the Budget dated
September 11, 1958 (reference c. ).
Further, General Cassidy, staff director of the Presidents
Board of Consultants on Foreign Intelligence Activities has informed
us that General Hull, the Chairman of the President's Board of
Consultants, has no suggestions relative to paragraph Z. a. This
is also confirmed in the reference letter from the Director of the
Bureau of the Budget.
In addition, as a result of the discussion with the Bureau of
the Budget representatives, the following non-substantive changes
recommended by the Bureau of the Budget were accepted by us, and
discussed with members of the Intelligence Advisory Committee and

the United States Communications Intelligence Board. The additional
new language is underlined.
Paragraph 2. c:
The Board shall determine its own procedures and shall
establish subordinate committees and working groups, as
appropriate. It shall be provided with a Secretariat
staff, which shall be under the direction of an Executive
Secretary appointed by the Director of Central Intelligence
in consultation with the members of the Board.
Paragraph 6. a(1):
Call upon the other departments and agencies as
appropriate to ensure that on intelligence matters
affecting the national security the intelligence
community is supported by the full knowledge and
technical talent available in or to the Government.
These changes were approved by the members of the Intelligence
Advisory Committee and the United States Communications Intelligence
Board on 9 September 1958.
Since the conference with the Bureau of the Budget representa-
tives resulted in no material change, from the legal point of view,
in the text of paragraph 2. a of the revised draft NSCID No. 1,
action has now been completed with respect to NSC Action 1978-b-(l).
I have however confirmed this statement with the Attorney General
by telephone with his Office of Legal Counsel.
