NET EVALUATION SUBCOMMITTEE
MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE
SUBJECT: Intelligence Requirements of the NESC for
1958-59.
1. The purpose of this memorandum is to assist the intelligence
community by setting forth at this time the requirements of the Net
Evaluation Subcommittee for coordinated intelligence in carrying out
its 1958-59 exercise.
2. I have been informed that NIE 11-4-58, Main Trends in
Soviet Capabilities and Policies, 1958-63, will have approximately the
same coverage of Soviet military capabilities as NIE 11-4.-57, This
estimate will provide the bulk of the intelligence support required.
3. In addition, the NESC will need for the conduct of this exercise
certain other coordinated intelligence, some of which may be too
specialized in interest or too specific for inclusion in NIE 11-4-58.
It is my suggestion that such information could be made available,
specifically for this exercise, by letter or memorandum. For maximum
usefulness, this information should be available by 1 October 1958.
4. An outline of the specific coordinated intelligence r. eq%i ?ed
is attached.

A. Soviet nuclear delivery capabilities in mid-1962
1. Numbers of operational ICBM, IRBM, heavy bombers and
tankers, medium bombers and tankers, naval and tactical aircraft,
and guided missile submariazs.
2. Performance data for above vehicles (i.e., range, loads,
reliability, and accuracy for missiles; range, speed, loads, operational
altitude, etc. for aircraft).
B. 99viet alert procedures in mid-1962 (i.e., reaction time of Soviet
forces under varying conditions, particularly the alert status of the
Long Range Air Force).
C. Soviet air defense in mid-1962
Note: NIE 11-57, Sino-Soviet Bloc Air Defense Capabilities.
1967-1962, was published 16 July 1957.. A review and up-
dating where appropriate of certain paragraphs in this
estimate is required, specifically paragraphs 76-79, 83-86,
89-92, 99-101. In addition, an updating of information re-
garding the following is desired:
1. Organization, procedures, coverage of Soviet air defense.
2. Ranges and minimum and maximum altitudes of radars and
weapons.
3. System reaction time.

6. Intelligence Requirements of NESC
Noted the memorandum from General Thomas setting forth the
intelligence requirements of the NESC for 1958-59. It was agreed that
the Board of National Estimates should prepare a draft paper designed
to meet the requirements for certain specific coordinated intelligence,
as outlined in the attachment to General Thomas' memorandum, with
the understanding that the exact form of submission of that paper to
the NESC (e.g, SNIE or memorandum) would be determined when the
paper was submitted for review by the IAC. In this connection, it
was also agreed that the National Indications Center-should be re-
quested to submit a contribution, as appropriate, on the portions of
this paper relating to U. S. warning capabilities in mid-1962 (para.
D of attachment to IAC-D-122).

SUBJECT: Proposed Revision of NSCID No. 1 for Accomplishing
IAC-USCIB Merger

1. General Truscott has requested that the attached revision
of his 26 May draft of post-merger NSCID No. 1 be distributed to
the IAC and USCIB members. It incorporates in clean text certain
modifications of language on which tentative agreement has been
reached as a result of meetings with the intelligence principals
from the military departments. Certain additional wordings which
have been proposed but not agreed are shown in brackets.
2. This paper will be considered at an early joint meeting of
the IAC and USCIB members.

Proposed Revisions of NSCID No. 1 for Accomplishing
Merger of IAC and USCIB
1. Attached is a memorandum from General L. K. Truscott
proposing certain revisions in the new NSCID No. 1 for accomplishing
the merger of the IAC and USCIB.
2. This matter will be placed on the agenda of a joint
IAC-USCIB meeting at an early date. General Truscott has indicated
that his assistants[ I
will be available for consultation if members of the AC or USCIB or
their senior staffs desire to discuss or clarify any portion of these
proposed revisions prior to their consideration in the joint meeting.
