Proposed DCID 3/1: Production and Coordination of
Foreign Economic Intelligence
1. The attached memorandum from the Chairman, Economic
Intelligence Committee (EIC), encloses a proposed DCID covering
the production and coordination of economic intelligence, which is
designed to implement the new NSCID No. 3.
2. This proposed DCID, which has been approved by the
EIC, will be placed on the agenda of an early IAC meeting for
review and appropriate action.

SUBJECT : Proposed DCID 3/1 (Formerly DCID 15/1)
1. A revised DCID covering the production and coordination
of.econorniC intelligence, which is designed as an implementing
directive for the new NSCID 3, 15 attached. In contrast to the
original DCID 15/1, this proposed DCID 3/1 includes revised terms
of reference for the Economic Intelligence Committee (EIC). The
EIC's original terms of reference were approved by the IAC under
IAC-D-22/ 1 (Revised), 21 May 1951.
2. The Economic Intelligence Committee has approved this
proposed DCID revision which is forwarded herewith for IAC action.

PROPOSED DCID 3/1 (FORMER DCID 151)
PRODUCTION AND COORDINATION OF FOREIGN
ECONOMIC INTELLIGENCE
Pursuant to the provisions of NSCID Nos. 1 and 3, and for the
purposes of strengthening the overall governmental intelligence
structure and insuring the effective production and coordination of
foreign econqmic intelligence relating to the national security, the
following policies and operating procedures are hereby established:
1. Policies,
In carrying out their foreign economic intelligence activities
and responsibilities, and in order to effect appropriate coordination in
the production and exchange of foreign economic intelligence, the inter-
ested departments and, agencies shall apply the following basic principles:
a. No complete separation of interests is possible or
necessarily desirable in economic Intelligence activities.
b. Full and free interchange of all pertinent
information, finished intelligence, and schedules of
research programs, including external research, among
interested departments and agencies is essential.
c. No-one department or agency is_considered to be
the indisputable authority in any field.

d. Each department or agency, taking full cognizance
of the facilities of the other agencies, shall maintain
adequatg economic intelligence research facilities to
accomp],ish ,ts departmental intelligence production
mission.and to provide such additional economic intelli-
gence within its field of primary responsibilities as may
be necessary to satisfy other requirements relating to
the national security. Any department or agency may make
such studies as it believes necessary to supplement the
intelligence produced by other departments and agencies.
However, basic research studies should not normally be
undertaken or disseminated outside the producing agency
without consultation with the department or agency having
primary responsibility for the subject matter involved.
e. The IAC component of each department or agency
having Technical Services or other facilities with intelli-
gence production capabilities shall endeavor to coordinate
the intelligence activities of such service or facilities
with the work of the IAC agencies and to make available
to those agencies the intelligence produced by such Services
and facilities.
2.. Allocation of Primary Production Responsibilities.
a. The following division of interests shall serve as

(1) Production of military-economic intelligence
on all foreign countries, including by way of illustra-
tion intelligence on military requirements, military
materiel production, shipbuilding and ship movements,
logistic capabilities, and particular aspects of
economic strength or weakness directly related to
military capabilities, is the responsibility of the
Departments of Army, Navy, and Air Force.
(2) Production of intelligence on all foreign
countries on political and social aspects of economic
organizations and institutions such as trade unions,
and on the relationships between political and economic
policies, is the responsibility of the Department of
State.
(3) Production of all economic intelligence on
the Sino-Soviet Bloc1 is the responsibility of the
Central Intelligence Agency except as indicated herein.
In addition, it will supplement the intelligence produced
by other agencies by conducting such analyses and studies
as may be necessary to produce integrated economic intelli-
gence on the Bloc.
1. As used herein., Sino-Soviet Bloc includes USSR,, Communist China,
North Korea, North Vietnam, Albania, Bulgaria, Czechoslovakia, Hungary,
Poland, Rumania, and Soviet-occupied portions of Germany.

(4+) Production of all economic intelligence
on foreign countries outside the Sino-Soviet Bloc
is the responsibility of the Department of State
except as indicated in paragraph 2 a (1).
b. Despite the above-mentioned allocations of primary
production responsibilities, there are areas of common or.
overlapping. interest (including, for example, Sino-Soviet
Bloc economic policies and dooctrines, economic cost studies
of Bloc military programs, East-West trade, Sino-Soviet
Bloc economic activities in non-Bloc areas, and transporta-
tion) which require continuing interagency liaison and
cooperation.
c. The existing allocations of production respon-
sibility for National Intelligence Surveys (NIS) are not
changed by this directive even though such allocations
may, in some instances, be at variance with department
or agency responsibilities specified in paragraph 2 a.
However, the EIC may, on occasion, examine such alloca-
tions and make appropriate recommendations to the NIS
Committee.
3. Responsibility for Economic Intelligence Coordination.
a. To assist the Director of Central Intelligence in
carrying out his responsibilities with respect to coordi-
nation, the Economic Intelligence Committee (EIC) of the
IAC shall:

(1) Review from time to time the divisions of
responsibility indicated herein, determining how the
provisions of this directive apply, particularly in
areas of common or overlapping interest, and recom-
mending to the IAC appropriate changes in these
divisions of responsibility.
(2) Periodically survey the facilities and
arrangements available to support the production of
foreign economic intelligence relating to the
national security and make recommendations to the
IAC concerning such improvements as may require IAC
action.
(3) In order to minimize the duplication of
effort and expense: prepare and circulate consoli-
dated periodic lists of intelligence studies and
related research being conducted within the Govern-
ment on the economies of foreign areas; and review
external research projects individually involving
more than $5,000 and sponsored by departments or
agencies in support of economic intelligence protluc-
tion. Departmentsxand agencies shall submit descrip
tions of the scope of such projects to the EIC and
the EIC shall endeavor to present its recommendations

in advance of final approval by the contracting
department or agency. In its periodic reports
to the IAC, the EIC shall include a summary of
actions on these projects.
(4+) Review the needs for economic research and
analysis pertaining to foreign areas and of importance
to the national security, and develop ways in which
recognized deficiencies could be corrected.
(5) Make such special reviews of economic
intelligence collection requirements and of the
distribution and processing of economic intelligence
information as may appear useful, and develop ways
in which improvements could be made.
(6) Ensure that, on intelligence matters affect-
ing the national security, the intelligence community
is supported by the.:full economic knowledge and technical
talent available in the Government.
(7) Produce, as appropriate, interdepartmental
economic intelligence on subjects which transcend
the competency of a single department or agency.
Arrange, as appropriate, for the coordination of
individual IAC agency reports deemed of sufficient
national security importance to warrant the solici-
tation of concurrences from the representatives of
other IAC agencies.

b. The Central Intelligence Agency and the intelli-
gence components of the Departments of State, Army, Navy,
and Air Force, and of the Joint Staff (JCS) shall each
furnish one member and an alternate to the EIC. Any other
department or agency whose interest or competence may be
relevant to problems under consideration may also be in-
vited to participate in the work of the EIC, The represen-
tative from the Central Intelligence Agency shall serve as
Chairman, and the Central Intelligence Agency shall provide
the Secretariat.
c. In carrying out its responsibilities, the EIC
shall set up such subcommittees and working groups as may
be judged necessary.
d. Any matter may be referred to the IAC at the request
of any member department or agency.
4. DCID 15/1 is herewith rescinded.

Proposed DCID 3/2:
Factory Markings, Intelligence
1. Pursuant to the direction of the IAC on 17 June, designated
representatives of the interested IAC members reviewed and revised
the draft DCID submitted to the IAC as IAC-D-105/27, 20 May 1958.
2. The attached proposed DCID 3/2 on Factory Markings
Intelligence, as revised, has been fully agreed by the designated
representatives. It will be placed on the agenda of the 15 July
IAC meeting for appropriate action.

PROPOSED DCID 3/2 ON FACTORY MARKINGS INTELLIGENCE
Pursuant to the provisions of NSCID Nos. 1, 2 and 3, and for the
purpose of insuring the effective exploitation of factory markings* as a
source for foreign economic and technical intelligence relating, to the
national security, the following policies, responsibilities and. operating
procedures are hereby recognized and established:
1. Policies
To insure that the capabilities of the IAC departments and agencies
are effectively utilized for the collection, processing, and production
of factory markings intelligence, the following basic principles shall
apply:
a. No complete separation of interests is possible or
necessarily desirable in factory markings intelligence activities.
b. Certain factory markings intelligence functions, because
of the nature and volume of the data involved, can be best per-
formed centrally for the maximum benefit of the intelligence
community.
*Factory markings are defined as the numbers, letters, geometric
forms, and other symbols placed on manufactured products or in
their accompanying documents (such as logbooks and acceptance
certificates) in the course of manufacture and inspection for
purposes of identification and control.

c. To promote an integration of effort and to avoid
undesirable duplication, a coordinated, interdepartmental
approach to factory markings collection shall be
encouraged.
d. Full and free interchange of all pertinent factory
markings information and intelligence among the departments
and agencies concerned is essential,
e. The TAG component of each department or agency
shall endeavor to coordinate those activities of the Technical
Services and other facilities within its parent organization
which bear on factory markings intelligence with the over-all
factory markings intelligence effort.
2. Centralized Responsibilities
a. The Central Intelligence Agency shall administer a Joint
Factory Markings Center as a service of common concern. The
Staff of this Center shall perform the following functions:
(1) Maintain a consolidated central file of factory
markings data for the use of the entire intelligence
community.
(2) Develop and maintain codes, indexes, and mechanized
systems necessary to facilitate efficient recovery, selection,
and collation of available data.

(3) Provide assistance in the training and briefing of
personnel for factory markings intelligence activities.
(4) Provide specialized equipment, as appropriate, for
factory markings intelligence activities.
(5) Provide advice and assistance to appropriate
components of the IAC departments and agencies in the prepa-
ration and revision of handbooks and guides for field collection
of factory markings.
(6) Produce and disseminate intelligence derived from
analyses of factory markings data undertaken in support of
specified requirements for economic and technical intelligence.
b. IAC departments and agencies may integrate personnel
into the Staff of the Center, but such personnel shall remain under the
direction of their parent organization.
3. Coordinating Procedures
To assist the Director of Central Intelligence in carrying out
his responsibilities with respect to coordination, the Staff of the Joint
Factory Markings Center shall consult regularly, through appropriate
channels, with designated representatives of the IAC departments and
agencies for the purposes "of:

a. Insuring the responsiveness of the Joint Factory
Markings Center to current needs.
b. Identifying requirements for economic and technical
intelligence that can be supported by factory markings analysis
and developing ways to provide this support.
c. Making such special reviews of collection require-
ments and of distribution and processing procedures for factory
markings data as may appear useful, and developing ways in
which improvements could be made.
d. Arranging for the timely exchange of information
on possible factory markings collection targets.
e. Arranging, as appropriate, for coordinated action
in the collection of factory markings data.

Procurement of Foreign Publications
1. Attached is draft DCID 2/5 covering IAC responsibilities and
arrangements for procuring foreign publications.
2. Approval of this DCID would provide the necessary machinery
for continuing the program which to date has been carried out by the
Procurement Subcommittee of the IAC Advisory Committee on Foreign
Language Publications, organized under the old NSCID #16. Coordina-
tion of the present draft was accomplished through this Committee.
3. This item will be placed on the agenda of an early IAC meeting,
together with the Fifth Annual Report of the Advisory Committee on
Foreign Language Publications (IAG-D-60/7) and draft DCID 2/4 -

PROCUREMENT OF FOREIGN PUBLICATIONS*
This directive is issued pursuant to the provisions in paragraphs 12 and
:1.5 of NSCID No. 1 and paragraphs 1, 5 and 10 of NSCID No. 2.
1. The IAC departments and agencies shall:
a. keep the Central Intelligence Agency advised of their activities
in the procurement of foreign publications, including the
effectiveness of their existing facilities and programs for the
procurement of foreign publications.
b. ensure cooperation by their field representatives with those of
other departments and agencies of the government engaged in
like activities.
c. implement the above with due regard to departmental and agency
capabilities and priorities.
2. The Central Intelligence Agency shall:
Coordinate programs for the procurement of foreign publications
to ensure most effective and practicable utilization of the
.capabilities of the government departments and agencies. Such
coordination shall not prejudice the maintenance, by each
department and agency, of facilities and activities necessary
to meet its needs.
3. There is hereby established the Committee on Procurement of Foreign
Publications, an interdepartmental committee under the chairmanship of the
Central Intelligence Agency. Members of the IAC shall designate representatives
to this committee. Other departments and agencies of the government may be
invited by the Committee to participate in discussions of matters in which they
have an interest. The Committee shall advise and assist the Central Intelligence
Agency in the implementation of this Directive.
Publications are defined for the purpose of this DCID as: Any multi-copy
works, excluding maps, placed. on sale or otherwise distributed or offered
for distribution."

EXPLOITATION* OF FOREIGN LANGUAGE PUBLICATIONS**
Pursuant to the provisions of NSCID NO. 2, paragraph , the following
policies and procedures are established.
1. The Central Intelligence Agency shall:
a. Provide, as a service of common concern, for the exploitation
of foreilgn language publications for intelligence purposes in
accordance with requirements established by the IAC departments
and agencies.
b. Coordinate this service with similar activities maintained by
the various departments and agencies of the government to
satisfy their departmental requirements: Provide,that such
coordination shall not prejudice the maintenance of facilities
necessary to meet their departmental demands.
2. The various departments and agencies of the government shall keep
the Central Intelligence Agency advised of departmental activities in the
exploitation and translation of foreign language publications.
3. There is hereby established the Committee on Exploitation of
Foreign Language Publications, an interdepartmental committee under the chair-
manship of the Central Intelligence Agency. Members of the IAC are invited to
designate representatives to this Committee. Other departments and agencies
of the government may be invited by the Committee to participate in discussions
of matters in which they have an interest. The Committee shall advise and assist
the Central Intelligence Agency in the implementation of this directive.
.* Exploitation of foreign language publications, includes the preparation in
English of annotated bibliographies, abstracts of articles or publications,
extracts or summaries of specific information in publications, selective trans-
lation of key portions of publications, compilations and collations of specific
information from a variety of publications and the use of special approaches
and techniques to derive or synthesize information required and available from
foreign language publications.
Publications are defined for the purpose of this DCID as: "Any multi-copy
works, excluding maps, placed on sale or otherwise distributed or offered
for distribution."

Attached is a memorandum from the Chairman, Interagency
Committee, enclosing pages which reflect suggestions for
tents in the new DCID No. 4/ 1, DCID No. 4/2 and DCID No. 4/3
which were made during the course of, or subsequent to, the IAC
discuesion of these draft directives on 22 April. Please substitute
these pages for the corresponding pages in the prior drafts of these
directives.
2. The IAC will be asked to review these proposed revisions
and take final action on this group of directives at the IAC meeting
scheduled for 29 April.

Draft DCID on IAC Committee on Documentation
1. The IAC ad hoc Subcommittee on Information Processing
(AHIP) reconvened on T -April 1958 pursuant to IAC action of
I April 1958 (IAC-M-335, item 4 b).
2. The attached draft DCID 1/4, setting up a standing
committee on documentation, incorporates the changes agreed
on at the 4 April 1958 AHIP meeting.
3. The question of the approval of this draft will be placed
on the agenda of the 15 April 1958 meeting of the IAC.

COMMITTEE ON DOCUMENTATION
Pursuant to paragraphs 12 and 16, National Security Council Direc-
tive No. 1, dated 1 April 1958, and to facilitate continuing interchange
and maximum community utilization of intelligence,, intelligence informa-
tion and other information which has utility for intelligence purposes,
a standing committee of the Intelligence Advisory Committee on docu-
mentation* is hereby established.
10 Composition and Organization
(a) The committee shall be known as the IAC Committee on
Documentation and shall include representatives of the IAC
agencies. Other agencies of the Government may be invited by the
committee to participate as appropriate. Representatives shall be
authorized to speak for their respective agencies on matters related
to the committee's functions. The CIA member will chair the
committee, and CIA will provide the secretariato
Documentation is defined as the group of techniques necessary for the
orderly presentation, organization and communication of recorded
specialized knowledge, in order to give maximum accessibility and
utility to the information contained.

(b) The committee may at its discretion organize subcommittees
to assist it in discharging its responsibilities. Membership on
subcommittees need not be limited to member agencies of the
committee but may be extended by association under the provisions
of NSCID No, 1, para4 2, footnote.
The mission of the committee shall be to promote means by which
the intelligence community can make optimal use of information of
intelligence value however recordedo

(a) To recommend policy to the IAC in the field of documenta-

Draft DCID on IAC Committee on Documentation
1. Attached is a memorandum from the Chairman, Subcom-
mittee on Information Processing (AHIP), enclosing a draft DCID 1/4,
incorporating proposed terms of reference for a new standing com-
mittee of the IAC on documentation. As you will note, this draft
DCID has been coordinated by the member agencies of the IAC through
their representatives on the Subcommittee on Information Processing.
2. The question of the approval of this new DCID will be
placed on the agenda of an early IAC meeting (probably 1 April).
At the same meeting the IAC will be ask Pd to note the Third Annual
Report of AHIP (IAC-D-95/7, 25 March 1958) which is being cir-
culated separately.

Draft DCID on IAC
Committee on Documentation
1. The attached proposed DCID was drafted primarily to implement
in part para. 16 of NSCID 1, which reads as follows:
"16. To facilitate maximum community utilization of
intelligence, intelligence information and other
material with utility for intelligence purposes, the
Director of Central Intelligence in consultation with
the departments and agencies concerned shall take
appropriate measures to facilitate the coordinated
development of compatible referencing systems within
the departments and agencies engaged in intelligence
activities. Central reference facilities as a service
of common concern shall be provided by the Central
Intelligence Agency and/or other departments and
agencies, as appropriate."
2. IAC formal activity in the field of documentation and information
processing dates chiefly from 19 May 1955, when the IAC, acting on a
proposal made by the Army member, established the ad hoc Subcommittee
on Information Processing*

Pursuant to paragraph 168 National becurity Council Directive No- 1,

and to ensure maximum utilization of intelligence, intelligence information
and other information which has utility for intelligence purposes a stand-
ing committee of the Intelligence Advisory Committee on documentation shall
be established,
19 Preamble
The field of documentation and information processing constitutes an
essential link between activities which collect information and those
which produce or receive finished intelligence. Important problems face
the intelligence community as a result of increasing volumes of informa-
tion collected and of rising costs, In our efforts to gain full and
ready access to and use of information which has come into our possession
we must therefore be mindful of the need to avoid unnecessary duplication,
increase efficiency and contain overall costs.
2. Name
The committee shall be known as the Committee on Documentation of

3? Mission
The basic mission of the committee shall be to facilitate optimal
utilization by the intelligence community of information of intelligence
value however recorded.
4. Functions
The functions of the committee shall include:
(a) To recommend policy in the field of documentation.*
(b) To conduct surveys required to discharge the mission
of the committee.
(c) To coordinate the development of compatible systems for
documentation and the processing of information.
(d) To monitor the operation of reference facilities and
make recommendations to the IAC with respect thereto.
(e) To exchange information within the intelligence community
on the solution of documentation problems, including studies,
researches, contracts, proposed agreements and actions, publica-
tions, seminars: and demonstrations,
(f) To monitor interagency agreements in the field of the
committee's responsibility.
Documentation I's -defined as the group of techniques necessary for
the orderly presentation, organization and communication of recorded
specialized knowledge, in order to give maximum accessibility and

MEMORANDUM FOR THE INTELLIGENCE ADVISORY COMMITTEE
SUBJECT: Elimination of Present DCID No. 1/1, "Procedures
for the Intelligence Advisory Committee, " 5 March 1948
1. The present DCID No. 1/1 has been reviewed within CIA to
determine whether it is necessary to incorporate the substance of
this directive in a new DCID now that the NSC has approved a re-
vision of NSCID No. 1. The conclusions reached (in which the
Director of Central Intelligence concurred) was that this DCID
should be eliminated.
2. The present DCID No. 1 /1 undoubtedly served a useful
purpose during the period when the procedures of the IAC and the
Secretariat were still developing. However, it is believed that
the various matters intended to be covered by that DCID either
need no longer be spelled out in a formal document or are adequately
covered in the new revised NSCID No. 1.
3. Unless requested by a member to do so, we do not propose
to place this question on the agenda of an IAC meetinc*. Consequently,
we would appreciate receiving your telephonic concurrence in the
Director's view that no attempt be made to incorporate the substance
of the present DCID No. 1/1 in a n e ID. Please advise
the IAC Secretariat f your concurrence
or non-concurrence no later than noon Monday, 31 March.

Review of National Security Council Intelligence Directives and
Director of Central Intelligence Directives
Reference: IAC-D-105/17 dated 15 October 1957, IAC-M-311 dated
15 October 1957
1. As agreed by the IAC on 15 October 1957, the attached
DCID on Domestic Exploitation is submitted for IAC review
concurrently with the IAC's consideration of the entire package
of revised NSCIDs (except for NSCID No. 9).
2. This draft DCID was developed in the Domestic Exploita-
tion Committee, and reviewed by the Ad Hoc Committee on NSCIDs
which agreed to several further changes. Action on this paper
is scheduled for the meeting of 21 January 1958, where it will
be considered in connection with NSCID No. 2, paragraph 7.
