SUBJECT: Item No. 4 of the IACAgenda (IAC-A-72)

1. NSC 116 provides for the Watch Committee to submit
to the IAC its conclusions relative to the need for sending
Warning-of-Attack messages. After IAC consideration NSC 116
further provides for the DCI to advise the NSC and the
President prior to transmission of a warning message to NATO
by the JCS. In the event sufficient time is not available
the JCS are authorized by NSC 116 to transmit such messages
without first securing approval of the NSC, the latter being
so informed.
MEMORANDUM FOR: Director of Central Intelligence
2. As no agency is specifically designated in NSC 116
to draft the NATO Warning-of-Attack messages, the attached
JIC -Proposal recommends that the responsibility be placed in
the Watch Committee.
3. Although the actual drafting of such a message may
be considered an operational rather than an intelligence
function, there appears to be no reason why CIA should not
approve the proposal, on the understanding that it may be
necessary in the interests of expediency for higher authority
to draft the message in an emergency.
