Appraisal of Foreign Economic Intelligence Requirements, Facilities, and Arrangements belated to the National Security IAC-D-22, 22/1 Rev.) Status: Approved the establishment of an Economic Intelligence Committee and terms of reference. Approved the pro- posed NSCID. PROJECTS IN PROCESS . A. Intelligence Estimates ? 2. NIE-23: Ii-dia's Position in the East-West Conflict Priority:* Routine Estimated Date of Publication: Late June Status: Approved terms of reference were circulated to the M -agencies on 27 March. The contributions of the IAC agencies were due on Tuesday, 17 April. The contributions of the Army, Navy, and Air Force were received on 16 April; that of State on the 30th. Staff is drafting. 3. NIE-25: Soviet Capabilities and Intentions Pri_ ~ority: Urgent Estimated Date of Publication: Late June *Note: Priorities used, in decreasing order of urgency, are: Crash, Urgent, High, Routine and Deferred.. The consultants met on 19 May. The Board continued its discussions. The Staff is now preparing a revised draft. 4. NIE-28: Likely Soviet Tactics in a Prospective CFM Priority: Deferred Estimated Date of Publication: Undetermined Status: Postponed until the Paris meeting of the Deputy Foreign Ministers had been concluded. 5. NIE-31: Capability of the USSR for a Clandestine Attack on the United States with Weapons of Mass Destruction Priority: Routine Estimated Date of Publication: Late June Status: This estimate was scheduled by the IAC on 2 April at the request of ONI. CIA has consulted with the Chairman of ICIS and will keep in touch with him and the appropriate ICIS sub-committee. A draft is being prepared. 6. NIE-32: Effects of Operations in Korea on Communist China Priority: Routine Estimated Date of Publication: Late June Status: Terms of reference were approved on 3 May. Contri- butions were all in by 18 May. The IAC representatives met on the draft estimate on 8 June and will reconvene on 14 June. NIE-33: European Satellite Power Complex Priority: Routine Estimated Date of Publication: Undetermined Status: The National Estimates Board on 2 April approved the scheduling of this estimate. Terms of reference were circulated to the IAC agencies on 13 April. A meeting of the IAC representatives was held on 18 April. Contributions by State, Army (coordinating Defense), and the Office of Research and Reports are due by 15 July. NIE-35: Indochina: Current Situation and Probable Developments Priority: Routine Estimated Date of Publication: Early July Status: Pursuant to a request from the Assistant Chief of Staff, G-2, and the recommendation of the National Estimates Board, the IAC on 26 April approved the scheduling of an estimate of the Indochina situation. IAC representatives ? met on the terms of reference on 7 May. Contributions due on 21 May have all been received. Staff is drafting. 10. NIE-36: Burma: Prospects for Survival of the Present Regime Priority: Urgent Estimated Date of Publication: Early June Status: Pursuant to a request from the Special Assistant IIntelligence), Department of State, the IAC on 26 April approved the scheduling of this estimate with "urgent" priority. The IAC representatives reviewed terms of reference on 10 May. Contributions were received by 22 May. Staff is drafting. 11. NIE-37: Likelihood of a Soviet Invasion of Japan during Pri~y: Urgent Estimated Date of Publication: Undetermined 0 1951 Status: Pursuant to IAC action on 19 May (see IAC-D-21), the terms of reference were drafted and circulated to the IAC agencies on 22 May. The IAC representatives met on these on 25 May and the terms were referred to the Joint Staff for guidance in matters of operational nature. NIE-39: Psychological Impact of a Strategic Air Offensive Against the USSR Priority: Routine Estimated Date of Publication: Undetermined Status: The Staff is drafting terms of reference pursuant to a request by the Special Assistant, Intelligence, Depart- ment of State. 40 14. NIE-4o: Strategic Effects of a Soviet Acquisition of Western Europe and the Near East before 1953 Priority: Routine Estimated Date of Publication: Undetermined Status: Terms of reference were approved by the Board of National Estimates on 4 June. Requirements Problem: To develop adequate arrangements for providing coor- dinated requirements by priority for the various col- lection units. Status: JCS Paper No. SM-626-51 containing G-2, ONI, and A-2 requirements (mainly for covert collection) has been screened for possible collection by other than covert means. The balance is now being analyzed for priority handling. Responsibility for coordination of guide-require- ments within the CIA and among the agencies as necessary has been placed by the DCI on the Office of Intelligence Coordination. Psychological Intelligence Support Problem: To clarify and stabilize arrangements for the provision and coordination of intelligence support for psycho- logical operations. Status: The problem has been discussed with all agencies concerned. A paper analyzing the intelligence needs, indicating the general responsibilities for production, and setting forth the concept of coordination has been drafted-and is being cleared in CIA prior to distribu- tion to the agencies.
