Status: Approved terms of reference were circulated to the
IAC agencies on 27 March. The contributions of the IAC agencies
were due on Tuesday, 17 April. The contributions of the Army,
Navy, and Air Force were received on 16 April; that of State on
the 30th. Staff .is drafting.
7. NIE-25: Soviet Capabilities and Intentions
Priority: Urgent
Estimated Date of Publication: Early June
Status: A draft on the basis of existing materials on hand is
now before the National Estimates Board.
8. NIE-28: Likely Soviet Tactics in a Prospective CFM
Priority: Deferred
Estimated Date of Publication: Undetermined
Status: The IAC representatives on 9 March agreed to postpone
further review of this estimate until the Paris meeting of the
Deputy Foreign Ministers had been concluded.
9. NIE-31: Capability of the USSR for a C:l.andestine Attaci~ on
the United States with Weapons of Mass Destruction
Priority:. Routine

11. NIE-33: European Satellite Power Complex
Priority: Routine
Estimated Date of Publication: Undetermined
Status: The National Estimates Board on 2 April approved the
scheduling of this est7.ma~te. Terms of reference were circulated
to the IAC agencies on l3 April. A meeting of the IAC repre-
sentatives was held on 18 April. Contributions by State, Army
(coordinatinb Defense), and the Office of Research and Reports
are due by 15 July.
12. NIE-34: Position of Spain in the East-West Conflict
Priority: Routine
Estimated Date of Publication: Undetermined
Status: Pursuant to IAC action at its meeting on 5 April, the
Office of National Estimates drafted terms of reference. IAC
representatives reviewed terms of reference on l6 May. Contri-
butions are due on 6 June.
13. NIE-35: Indochina; ~`urrent Situation and Probable Develo ments
Pri_ ~o~rity: Routine
Estimated Date of Publication: Mid June
Status: Pursuant to a request from the Assistant Chief of Staff,
G- 2, GSUSA, and the recommendation of the National Estimates
Board, the IAC on 26 April approved the scheduling of an estimate
of the Indochina situation. The Board approved terms of refer-
ence and circulated these on 2 May to the IAC representatives
who met on 7 May. Contributions due on 21 May, have all been
received. Staff is drafting.
1~+. NIE-36: Burma: Prospects for Survival of the Present Regime
Priority: Urgent
Estimated Date of Publication: Mid June
Status: Pursuant to a request from the Special Assistant
Intelligence), Department of State, the IAC on 26 April
approved the scheduling of this estimate with "urgent" priority.

reference on basis of State request. The IAC representatives
reviewed terms of reference on 10 May. Contributions are due
on 25 May 1951.

Priority: Urgent
Estimated Date of Publication: Undetermined
Status: Pursuant to IAC action on 10 May (see IAC-D-21), the
terms of reference were drafted and circulated to the IAC
agencies on 22 May. The IAC representatives are scheduled to
meet on these at 2:30 Friday, 25 May.

lg. Requirements
Problem: To develop adequate arrangements for providing coor-
dinated requirements by priority for the various
collection units, particularly with respect to covert
collection.
Status: JCS Paper No. SM-626-51 containing G-2, ONI, and A-2
requirements (mainly for covert collection) has been
screened for possible collection by other than covert
means. The balance will now be analyzed for priority
handling. The State Department has prepared targets
of primary interest to it for correlation with the
JCS paper as may be necessary or useful.
