(No document) Mr. Babbitt This presentation is in response to your request at an IAC meeting of 2 November, IAC-M 3, Paragraph 9.. This work has developed through the collaboration of the IAC agencies. 3e Draft Terms of Reference., China (for NIE=10) (IAC D-7/1).. Dr.. Langer I am in agreement with Dr. Langer r s office on the idea that Draft Terms of Reference need not be cleared in the IAC unless issues arise at the working level. Dr. Langer may wish to raise this point or the Director may wish to raise it, NSRB Request for an Estimate. (No document) Dr. Langer It is my understanding that this request has to do with Chemical and Biological Warfare,, 25X1 General Bolling raised this question and the story of its handling is in IAC D-5e The IAC Secretariat requested each agency to submit its requirementse in IAC D-5/1)o The present document IAC-DT5/2e is are a coated recommendation prepared by the Secretariat as a means of getting approval and immediate action on this question. 6. Watch Committee Terms of Reference. (IAC-D-6) The Military has had a successfully operating Watch Committee. The CIA 17atch Committee referred to in this Approved For Release 2003102127 CIA-RDP85S00362R000200120003-3 ? Approved For Release 2003 / RDP85S00362R000200120003-3 Ni,S Ju, paper has been in operation for some months. Its performance has not been adequate in the views of some of the agencies., possibly for reasons of personnel. Before approving these Terms of Reference., however, it should be decided whether two Watch Committees are necessary. I understand that State's view-is (and it was State that suggested that CIA have a Watch Committee before it knew of the Military Watch Committee) that it is satisfied with the military performance. I doubt seriously if the Military would agree to the abolition of their success- ful operation. It seems to me that the zgp~ C interest should be that this function is properly being performed collaboratively in the Government and I question whether it is necessary for it to be headed by CIA. Alternative action, therefore., for the approval of these Terms of Reference is to approve the abolition of the CIA Watch Committee and the strengthening of the Military Watch Committee. ? JAMES Q.
